<br />No Impact <br /> <br />Approval of the proposed amendment to the Municipal Code to <br />establish a Specific District for mixed use development at the <br />project location, as well as subsequent implementation will be <br />evaluated for potential impacts to utility service systems. <br />There are no difficulties related to capacity at this time in <br />the City, and wastewater discharge related to this project would <br />be negligible. Since is relatively small scale infill <br />development, no impact would occur. <br /> <br />XVI. MANDATORY FINDINGS OF SIGNIFICANCE <br /> <br />A. Does the project have the potential to degrade the quality <br />of the environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br /> <br />Potentially significant unless mitigation incorporated <br /> <br />As previously analyzed in consultant report ("Courthouse Lofts <br />proj ect - Historic Resources Impacts"), the proj ect may impact <br />historic resources, but to a less than significant level. <br />Impacts will be mitigated by setting the upper levels of the <br />building back from the lower floors so as not to obscure the <br />historic ghost sign on the adjacent building'S wall. <br />Additionally, the building will be compatible with the Downtown <br />National Register District in terms of massing and scale, and <br />will set itself apart from older development by utilizing a more <br />modern style of architecture and materials, thereby meeting the <br />Secretary of the Interior's Standard Number Nine requiring new <br />development to be differentiated from old. This proj ect also <br />meets the Secretary of the Interior's Standard Number Ten <br />because the project will be undertaken in such a manner that, if <br />removed in the future, the essential form and integrity of the <br />adjacent historic properties and their environment would be <br />unimpaired. The architecture and potential impact has been <br />analyzed with the help of a qualified architectural historian. <br /> <br />B.
