In addition to the City Council <br />meetings, it is anticipated that Berryman & Henigar will be required to attend <br />meetings with special interest groups such as the various homeowner <br />associations, to explain the assessment process. <br />• Attend all community education meetings or meetings of property owners at <br />the request of the City. <br />4 <br />Telephone Consultation <br />• Establish either a 24 hour "answerline" (telephone line with recording <br />Property <br />capability) or a phone bank to answer any property owner questions about the <br />Owner/ <br />assessment proceedings, assessment formula, assessment rolls and ballot <br />Taxpayer <br />proceedings, and maintain an up -to -date log of each call received. The phone <br />Hotline <br />bank will be staffed by knowledgeable staff members so that property owners <br />will receive the customer support service that is needed to make this a <br />successful project. <br />5 <br />Ballot Tabulation <br />• Meet with the City Clerk to review the balloting process, and develop a detailed <br />Ballot Tabulation <br />procedure for the receipt and handling of the ballots as they are returned to <br />Reports <br />the City. <br />• Open, sort, validate, and tabulate all returned ballots and prepare and present <br />ballot tabulation reports. The tabulation reports shall include, but will not be <br />limited to, the number of returned ballots in favor of the assessment, the <br />number of ballots opposed to the assessment, the number of ballots <br />considered invalid, and the number of ballots not returned. This process will <br />ensure that a complete audit trail exists to guarantee the accuracy of the <br />ballot tabulation process. <br />6 <br />Final Engineer's Report and Assessment Roll <br />• Incorporate any requested changes into the Final Engineer's Report and <br />. Final Engineer's <br />Assessment Roll.
