Mr. Jim Ross <br />November 20, 2002 EXHIBIT A <br />Page 9 of 14 <br />Qualifications <br />Berryman & Henigar has worked with over 150 public agencies throughout California and is a recognized leader <br />in working with local agencies to identify financing mechanisms, assisting in the formation of Special Financing <br />Districts, providing ongoing District Administration, and all types of Assessment Engineering services. Berryman <br />& Henigarstaff members are always there to help its clients through each step of the financing process. For FY <br />2002 -03, Berryman & Henigar prepared assessment rolls for over 200 special assessment and special taxing <br />districts throughout California and it is estimated that we placed over 3,000,000 assessments and special taxes <br />on the secured property tax rolls. (We levied a total of $111,434,000 on 3,293,000 parcels in FY 2001 -02.) Our <br />range of assessment engineering services includes: <br />LANDSCAPING AND LIGHTING MAINTENANCE DISTRICTS <br />Both Roy Stephenson, PE, and Dennis Klingelhofer, PE, have helped agencies implement assessment <br />districts under the authority of the Landscaping and Lighting Act of 1972 to provide funding for the operation, <br />maintenance, and construction of street lights, park facilities, open space, landscaping, and related <br />improvements. These districts have ranged in size from one single development to citywide districts. As City <br />Engineer for the City of Yorba Linda, Roy was able to have property owners approve an increase in the City's <br />assessment. Dennis helped the City of San Diego "reengineer" their downtown assessment district following the <br />passage of Proposition 218 with 80% of the property owners supporting the new district. Both Roy and Dennis <br />make it their first priority to work closely with each agency in developing the appropriate methodology and a <br />strong benefit nexus that relates to 'special benefit'. Some districts may require benefit zones based upon the <br />varying types and level of service received by certain properties. Our staff has also assisted in the consolidation <br />of districts, helped agencies determine the feasibility of forming districts, and currently prepares the annual <br />assessment roll for more than one hundred districts. <br />MELLO -Roos COMMUNITY FACILITIES DISTRICTS <br />Led by Dennis Klingelhofer, PE, our primary contact for your contract, Berryman & Henigar has served as <br />special tax consultant and district engineer for the formation of Mello -Roos Community Facilities Districts (CFDs) <br />with a total bonding capacity of over $300 million. He has a successful track record working with City Councils, <br />developers, and community groups to ensure smooth- running projects completed within schedule and budget. <br />Dennis has been supported by Cathy Shepherd, who has provided financial analysis, supervised database and <br />assessment methodology, and prepared CFD Reports for 14 Mello -Roos projects. Amy Robyler has prepared <br />Engineer's Reports and coordinated all day -to -day aspects of assessment engineering. Funds from these CFDs <br />we have formed and administered have been used to construct major public works facilities and on -site public <br />improvements associated with new development, as well as school facilities. As special tax consultants, we <br />have developed the special tax formulas, prepared the special tax reports, and continue to administer many of <br />the districts on an annual basis. We have also been called upon by public agencies to provide peer review of <br />other consultants' Special Tax Formula for new Community Facilities Districts. <br />Library Financing <br />Our public financing specialists have extensive experience in administering all types of special tax districts. This <br />past year, our staff prepared the annual Auditor's Report for the levy of special taxes for a wide range of public <br />services including library services, emergency medical and paramedic, and recreation services. Specific to <br />library financing Berryman & Henigarcan assist you in preparing ballot measure material and analyzing data to <br />test an assessment methodology for budgeting purposes. Our Project Manager, Dennis Klingelhofer, <br />assisted the City of San Jose in the adoption of a benefit assessment for library services under the City's <br />authority as a Charter City. Our staff has also helped the Cities of Pasadena and Sacramento in the adoption <br />and administration of special funding programs for library services. <br />Berryman & Henigar <br />
