Mr. Jim Ross <br />November 20, 2002 <br />Page 10 of 14 <br />EXHIBIT A <br />Police and Fire Revenue Programs <br />Under California Government Code Section 50078 agencies may form Fire Suppression Benefit Assessment to <br />fund police and fire suppression equipment, personnel salaries and benefits, and costs associated with the <br />operation, maintenance, and equipping of related facilities. Berryman & Henigar has worked with a variety of <br />California agencies including the City of Palos Verdes Estates, Rohnert Park, and the Deer Springs Fire District to <br />develop benefit spread methodologies that distribute the benefit parcels receive from fire suppression services <br />in a fair and equitable manner. Some of our methodologies factor in the type and size of structures, risk <br />potentials, values of structures, population density, and surrounding vegetation. We have served as a leader in <br />assisting communities in the adoption of special taxes to fund enhanced levels of police, fire and paramedic <br />services. For example, in the late 1970s we helped the City of San Marino become one of the first cities to <br />adopt a police and fire district. This district is still in place today. <br />Public Outreach <br />Adler Public Affairs is best known for developing effective communications strategies, collateral materials, press <br />and community relations activities, media training and crisis management action plans. The firm produces all <br />manner of award - winning communications ranging from printed materials — including brochures, annual reports, <br />newsletters, corporate identity packages and direct-mail — to videos, television and radio spots, permanent <br />displays and outdoor advertising.
