As City Engineer Roy was instrumental in forming a <br />New Funding for Cities <br />Citywide Landscape and Lighting Maintenance District for the City of Yorba Linda <br />✓ Acquired $30 Million of public <br />in 1984 that continues to generate $5 million annually. In the late 1990s Roy <br />Improvements through <br />worked with Jeff Adler of APA on developing voting strategies that successfully <br />Assessment or Mello -Roos <br />garnered 84% voter approval on the Proposition 218 vote. He has as played an <br />Districts <br />important role in the formation of the Transportation Corridor Agencies in Orange <br />✓ 28 Year Track Record with <br />County. He worked closely with the County and other cities in establishing an <br />the City of Santa Ana <br />equitable fee program and creating the organizational framework for the Agency. <br />Public Improvements through <br />Roy is a recognized leader in the development of organizations that blend the <br />public and private sector into cost - efficient operations. He is widely respected as <br />a strategic thinker and communicator, enabling him to find effective solutions to <br />a wide variety of community issues. He has demonstrated the ability to develop <br />strategies that successfully compete for funding programs, having assisted cities <br />in receiving more than $100 million in competitive and noncompetitive <br />environments. <br />Dennis Klingelhofer, PE - Project Manager <br />Dennis has extensive knowledge of public finance and special assessment <br />Education <br />procedures and has provided consulting services to over 70 public agencies for <br />MS, Engineering Administration <br />the formation of Public Finance Districts throughout California. These districts <br />BSCE <br />have included Mello -Roos Community Facilities Districts, Municipal Improvement <br />Registration <br />Act of 1913 Districts, Landscape & Lighting Act Districts, Benefit Assessment Act <br />Owl Engineer C4 <br />of 1982 Districts, Fire Suppression Assessments, and Special Tax districts for <br />police and fire services. He also has extensive knowledge of the impacts of <br />Discriminators <br />Proposition 218, serving as a speaker at several recent workshops, and has <br />✓ IS Years Local Assessment <br />closely monitored Proposition 218 and the cleanup legislation of SB 919 (the <br />Engineering /Financing <br />Proposition 218 Omnibus Implementation Act).
