2. METHODOLOGY I SCOPE OF WORK <br />Analyze recent development trends within the general area and <br />assess the consistency of the proposed project with current <br />development trends as well as relevant local and regional land use <br />planning programs (i.e., City of Santa Ana General Plan, Zoning <br />Code, etc.). <br />Provide a nexus between the project's environmental impacts in <br />aggregate and the environmental compatibility of the proposed <br />project with surrounding uses. <br />Propose mitigation measures to reduce potential conflicts between <br />the residential uses and surrounding users to the maximum extent <br />feasible. <br />Noise <br />Due to the increase in allowable units, the proposed activities associated <br />with project implementation have the potential to substantially increase <br />noise levels near existing sensitive receptors, and may expose future <br />residents to adverse noise levels from adjacent major roadways. A noise <br />section will be prepared by our in-house noise specialist, Tin Cheung. <br />His scope of work will include the following: <br />• Perform up to four on -site ambient noise monitoring as needed to <br />develop a baseline noise characterization and to provide input data <br />to prepare a site -specific calibration of the Federal highway <br />Administration's (FHWA) Traffic Noise Prediction Model (FHWA- <br />77-108). <br />Develop a baseline noise exposure profile in terms of the CNEL <br />noise metric, using the FHWA Traffic Noise Model. The computer <br />modeling of existing conditions will be calibrated with the project <br />site noise monitoring. <br />Prepare a no -project versus with -project mobile noise impact <br />comparison, including any viable project alternative development <br />scenarios. Identify specific sensitive receiver locations where mobile <br />source noise impacts may adversely affect City of Santa Ana <br />residents. <br />• Evaluate stationary noise impacts from temporary on -site <br />construction noise sources. <br />Relate project noise impacts to the noise/land use compatibility <br />guidelines in the City of Santa Ana General Plan Noise Element and <br />other applicable noise exposure regulations. <br />Environmental Impact Report for the Village Green Mixed Use Residential Community THE PLANNING CENTER I Page 2-1 1 <br />
