In addition, this section will include regulatory policies and programs <br />that apply to this project, impact criteria (thresholds), potential environmental impacts, appropriate <br />mitigation measures, and the level of significance after mitigation is implemented. P&D anticipates <br />that the following environmental parameters will be analyzed in the EIR: <br />• Aesthetics, Light and Glare. <br />• Air Quality. <br />• Geology, Soils and Seismicity. <br />• Hazards and Hazardous Materials. <br />• Hydrology and Water Quality. <br />• Land Use and Planning. <br />• Noise. <br />• Public Services. <br />• Recreation. <br />• Transportation and Circulation. <br />• Utilities and Service Systems. <br />4.6 Effects Found Not to be Significant <br />This section will contain a discussion indicating the reasons why various effects of the proposed <br />project were determined not to be considered significant. <br />4.6 Cumulative Impacts <br />This section will discuss the cumulative impacts that would be created by construction and operation <br />of the project. P&D will consult with the City concerning methods best used to address cumulative <br />projects (e.g., list approach, General Plan buildout, etc.) and corresponding impacts. <br />4.7 Alternatives <br />This section of the EIR will address alternatives that would attain most of the project's basic objectives <br />and lessen significant impacts resulting from the proposed project. The alternatives will be developed <br />through the documentation process in cooperation with the City. P&D assumes that at least three (3) <br />alternatives will be discussed, including the No Project and two build alternatives. <br />4.8 Growth -Inducing Impacts <br />This section will discuss the growth -inducing impacts that could be created by the approval of the <br />proposed project. <br />4.9 Unavoidable Adverse Impacts <br />This section will discuss the significant unavoidable adverse impacts that will be created by <br />construction and operation of the proposed project. <br />4.10 Significant Irreversible Environmental Changes <br />This section will discuss significant adverse irreversible environmental changes that would be caused <br />by implementation of the proposed project. In addition, irretrievable commitments of resources will be <br />discussed. <br />
