It is intended to improve the employability of those who can not <br />find unsubsidized employment. Participants shall be monitored daily ar~d lack <br />of participation shall be communicated to the County immediately. Although <br />participants do not receive wages or compensation, they may be considered <br />employees for the purposes of the Fair Labor Standards Act (ELBA). <br />4.14 Workforce Investment Act (WIA): The Federal Workforce Investment <br />Act of 1998 provides the framework for a national workforce preparation and <br />employment system. Title 1 of the WIA authorizes and funds a number of <br />employment and training programs in California. Workforce investment <br />activities authorized by WIA are provided at the local level via the One-Stop <br />delivery system to individuals in need of those services, including job <br />seekers, dislocated workers, youth, incumbent workers, new entrants to the <br />workforce, veterans, persons with disabilities and employers. The WIA's <br />primary purpose is to provide workforce investment activities that increase <br />the employment, retention, and earnings of the participant, antl increase <br />attainment of occupational skills by participants. <br />4.15 Workforce Investment Board (WIB): A consortium of local business <br />and community leaders who shall provide policy guidance and oversight to a <br />local Workforce Investment Plan that is responsive to the workplace needs of <br />business and jab seekers alike. <br />4.16 Workforce Investment Plan: A local plan created under the WTA, <br />and administered by the WIB on behalf of CONTRACTOR, that provides a <br />coordinated mix of services that best meets the workforce investment needs of <br />(WBCOo07) <br />7 of 40 <br />(April 9, 2007) <br />
