Zoning Ordinance Amendment No.2007-02 <br />Conditional Use Permit No. 2007-07 <br />June 25, 2007 <br />Page 2 <br />The property is located at the northeast corner of Harbor Boulevard and <br />Kent Avenue. Harbor Boulevard is designated as an Arterial Street and <br />Kent Avenue as a local street in the General Plan Circulation Element. <br />The property is located within the General Commercial overlay district <br />of the North Harbor Specific Plan (SP2) and has a General Plan land use <br />designation of General Commercial (GC) with a floor area ratio of 0.5 <br />(Exhibit 1). Surrounding land uses include commercial uses to the <br />north, south and west, and single-family residential units to the east <br />(Exhibit 2). <br />Project Description <br />The proposed project involves interior and exterior improvements to an <br />existing motel. A number of physical site improvements are proposed that <br />will comply with the standards set forth for transient/residential hotels. <br />These improvements include: <br />- Internal remodeling of motel units, including consolidating and <br />expanding units; <br />- Modifications to the building exterior, new exterior paint and <br />signage; <br />- Realignment and/or closure of an existing access driveway and <br />re-striping and reconfiguration of the parking lot; and <br />- Landscaping improvements. <br />Access to the proposed project will be provided from Harbor Boulevard and <br />Kent Avenue. An additional 28 parking spaces will be added that will <br />result in a total of 210 parking spaces for the site (Exhibit 3). <br />Analysis of the Issues <br />On May 7, 2001 the City Council adopted Ordinance No. NS-2471 to provide <br />a means to differentiate hotels catering to business travelers, long- <br />term stay business guests and transient/residential hotels. The <br />ordinance allowed the establishment of new long-term stay business <br />hotels and the design and development of such hotels in limited <br />circumstances on a case by case basis.
