As <br />such, cumulative impacts would be less than significant. <br />D. Less Than Significant Impact. The proposed project would result in a less than <br />significant impact because the proposed project would not expose sensitive <br />receptors to substantial pollutant concentrations. Sensitive receptors include land <br />uses such as homes and schools where receptors would be more susceptible to <br />health effects from air pollution. Sensitive receptors in the vicinity of the proposed <br />project include homes located east and southeast of the project site. No schools are <br />located in the vicinity of the proposed project. The closest school to the proposed <br />project is New Hope Elementary School, which is located approximately 0.5 mile <br />southwest of the proposed project. As described above in response to Section III.B, <br />construction and operation of the proposed project would not result in any substantial <br />localized or regional air pollution impacts and therefore would not expose any nearby <br />sensitive receptors to substantial pollutant concentrations. Also, implementation of <br />Mitigation Measure AQ-1 would reduce fugitive dust from the project site in <br />compliance with SCAQMD Rule 402. Potential impacts would be less than <br />significant, and no mitigation measures are necessary. <br />Less Than Significant Impact. Mandatory compliance with SCAQMD Rules will <br />result in a less than significant impact as a result of objectionable odors. According <br />to the SCAQMD CEQA Air Quality Handbook, land uses associated with odor <br />complaints typically include agricultural uses, wastewater treatment plants, food <br />processing plants, chemical plants, composting, refineries, landfills, dairies, and <br />fiberglass molding (SCAQMD 1993). The proposed project would not include any <br />land uses identified by the SCAQMD as being associated with odors and therefore, <br />would not produce objectionable odors. <br />Potential sources that may emit odors during construction activities include asphalt <br />paving and the use of architectural coatings and solvents. SCAQMD Rules 1108 <br />(SCAQMD 1985) and 1113 (SCAQMD 2006) limit the amount of volatile organic <br />compounds from cutback asphalt, architectural coatings, and solvents. Via <br />mandatory compliance with SCAQMD rules, no construction activities or materials <br />are proposed that would create a significant level of objectionable odors. Potential <br />impacts during short-term construction would be less than significant. <br />IV. Biological Resources <br />A. No Impact. The project site is located in a fully urbanized setting and is void of any <br />native vegetation or wildlife habitat; therefore, it does not have the potential to <br />accommodate sensitive biological resources. No impacts would occur. <br />No Impact. The site is void of any riparian habitat or other natural communities; <br />therefore, it does not have the potential to accommodate sensitive biological <br />resources. No impacts would occur. <br />C. No Impact. The project would not result in impacts to wetland areas as no wetlands <br />are located on the project site.
