Santa Ana East Memory Lane/Town and Country Manor EIR <br />SCOPE OF WORK <br />Task 2.3: Screencheck Draft EIR <br />• Screencheck Draft EIR. Seven hard copies and one CD-ROM of the Screencheck Draft <br />EIR in Word format will be submitted to City staff for review and comment. <br />■ Project Description. One of the first key actions to be performed will be the formulation <br />of a working description for the project and project alternatives. MBA will work closely with <br />the City and the project applicant to prepare a description that articulates the objectives <br />of the project. MBA will prepare the project description section of the EIR, based on <br />information provided during project initiation and on comments received on the NOR The <br />project description will include the following: <br />- Regional and local setting <br />- Project history <br />- Project objectives of the City and applicant <br />- Project characteristics and important project features <br />- Project phasing <br />- Intended uses of the EIR (as required by Section 15124[d] of the CEQA Guidelines), <br />including a list of: <br />a. Responsible and other agencies expected to use the EIR in decision -making <br />b. Approvals for which the EIR will be used <br />Cumulative Impacts. MBA will describe the reasonably foreseeable projects within a <br />defined study area approved by the City that may result in cumulative impacts associated <br />with the proposed project. MBA will work closely with City staff to ensure that the EIR is <br />prepared at the appropriate level of detail and that pertinent projects are evaluated. We <br />assume the City will provide to MBA information on all reasonably anticipated projects so <br />that cumulative projects can be adequately addressed. Findings of recent court cases <br />regarding the scope of cumulative impact discussions in EIRs will be relied upon to assure <br />all pertinent issues are addressed. Cumulative impacts will be discussed within each <br />environmental topic section of the EIR. <br />■ Growth -Inducing Impacts. Pursuant to Section 15126(g) of the CEQA Guidelines, MBA <br />will discuss in the EIR any potential growth -inducing impacts of the proposed project. <br />■ Effects Found To Be Not Significant. MBA will describe effects found to be not <br />significant, in accordance with Section 15128 of the CEQA Guidelines, by listing them with <br />brief explanations of why they are not significant. Based upon our knowledge and <br />familiarity with the project site and understanding of the proposed project, the following <br />environmental issues at a minimum may have the potential to result in no significant <br />impacts: <br />- Agricultural Resources <br />- Mineral Resources <br />- Biological Resources <br />■ Establishment of Thresholds of Significance. MBA will work with the City to establish <br />thresholds of significance for each environmental issue to be addressed in the EIR. In <br />addition to the general standards of significance identified in the CEQA Guidelines for <br />environmental issues, other established thresholds applicable to this project include <br />those for: <br />- Air Quality (South Coast Air Quality Management District) <br />- Traffic (City of Santa Ana) <br />8 <br />
