Santa Ana East Memory Lane,/Town and Country Manor EIR <br />SCOPE OF WORK <br />Noise (City of Santa Ana) <br />The thresholds will be stated in each technical section of the EIR so the reader can clearly <br />understand the analytical process used to identify potential project effects. <br />Effects Identified as Potentially Significant. MBA will conduct an environmental analysis <br />of the proposed project to include the documentation of baseline conditions, project and <br />cumulative impact evaluations, and formulation of mitigation measures for each <br />environmental issue. It is assumed the EIR may need to evaluate potential impacts <br />associated with the following topics: <br />- Views/Shade and Shadows <br />- Air Quality <br />- Geology and Soils <br />- Hazards and Hazardous Materials <br />- Hydrology/Water Quality <br />- Land Use/Planning <br />- Noise <br />- Population/Housing <br />- Transportation/Traffic <br />- Utilities/Service Systems <br />■ Significant Unavoidable Adverse Impacts. MBA will discuss all significant unavoidable <br />adverse impacts, in conformance with the State CEQA Guidelines, Section 15126(b). <br />Included in the discussion will be any impacts that can be partially mitigated, but not to a <br />level that is less than significant. Any mitigation measures considered, but eliminated <br />because of new impacts associated with their implementation, will also be discussed. <br />Alternatives to the Proposed Project. This section will include a discussion of the <br />mandated no project alternative and at least two feasible project development <br />alternatives which would achieve the basic project objectives while minimizing or avoiding <br />potentially significant project impacts. Prior to proceeding with the preparation of the <br />project alternatives, MBA will meet with staff to review the impact analysis and determine <br />the alternatives in consultation with the City's Project Manager and City staff. The <br />purpose of the alternatives analysis is to evaluate project alternatives that effectively <br />reduce or eliminate significant adverse impacts without regard to attainment of project <br />financial/economic objectives. In determining the feasibility of alternative sites, the report <br />will consider site suitability, economic viability, infrastructure availability, General Plan <br />consistency, other regulatory limitations, and whether the applicant could reasonably <br />acquire, control, and/or have access to the site. A general discussion of all significant <br />adverse environmental impacts associated with each project alternative and a summary <br />matrix providing a comparative analysis of the project and project alternatives with <br />respect to significant environmental impacts will be included in the Draft EIR. The <br />environmentally superior alternative will be identified. <br />■ Executive Summary. MBA will prepare a summary, presenting the significant conclusions <br />of the EIR in a manner that is easily understood by the public, using a table format to <br />identify the significant impacts and the effectiveness of the recommended mitigation <br />measures. A summary of the alternatives analyses will also be presented, as well as <br />issues still to be resolved and issues subject to potential controversy as required by the <br />City of Santa Ana CEQA procedures. <br />9 <br />
