STATEMENT OF QUALIFICATIONS <br />TO THE CITY OF SANTA ANA <br />FOR ENVIRONMENTAL CONSULTANTS -TRAFFIC <br />Report Preparation <br />KOA will prepare a traffic study that will include the following (at a minimum): <br />1. Existing Conditions <br />II. Project Related Traffic Volumes <br />III. Interim Analysis - based on the Various Phases (If Applicable) <br />IV. Ultimate Build -Out Scenario <br />V. Traffic Impact Analysis <br />4 Existing Conditions <br />.4 Opening Year with + without the Project <br />• Opening Year with the Project with Mitigation (if needed) <br />• General Plan Build -out with + without the Project <br />General Plan Build -out with the Project with Mitigation (if needed) <br />VI. On -site Circulation <br />VII. Mitigation Measures (If Necessary) <br />VIII. Specific Analysis <br />IX. General Issues <br />X. Conclusions <br />The study will address traffic conditions at all relevant intersections required by the County Congestion <br />Management Plan and City guidelines. <br />Mitigation <br />Mitigation measures will identify project -related traffic impacts based on a comparison of the results of LOS <br />analyses between the applicable scenarios listed above. Project impacts will be based on City's standards <br />and will be identified based on the various project phases and the full build -out scenario. As appropriate, <br />mitigations measures designed to reduce potential circulation impacts to acceptable levels will be identified. <br />Evaluation of potential mitigation measures and an analysis of their effectiveness will be provided. The <br />mitigation measures section should include potential impact on adjacent properties; schematic drawing <br />illustrating said impacts and the possibility of property takes, if applicable. <br />If necessary, KOA can develop and provide conceptual mitigation measures through restriping, signal <br />modifications, or turning lanes. Any mitigation measure will include a discussion regarding feasibility of the <br />implementation of said measures including potential right-of-way acquisition, parking prohibition/restriction, <br />specific movement restrictions, and cost estimate of said measures. Mitigation measures will be shown on a <br />scale graphical drawing. The City of Santa Ana does not need full-scale drawings, but they need conceptual <br />figures in sufficient detail to relay visual looks to the reader to understand the exact nature of the <br />mitigation measure (i.e. drawn on an aerial photo). <br />If mitigation requiring physical road construction at any location is required, field surveys and site -specific <br />civil engineering feasibility studies will be required.
