Assumptions regarding project trip generation will be reviewed and approved <br />- <br />by agency staff prior to inclusion in the analysis. <br />Proposed Project Trip Distribution & Assignment. The traffic study will provide a <br />forecast distribution of project -generated trips. Manual trip distribution and <br />assignment will be reviewed and approved by agency staff prior to utilization in the <br />analysis. <br />Level of Service. The analysis will assess the forecast traffic impacts of the <br />proposed project during the a.m. peak hour and p.m. peak hour at the study <br />intersections. The analysis will document the existing operation of the study <br />intersections and determine near -term and long-range year operation of the study <br />- <br />intersections both with and without the proposed project to identify project -related <br />traffic impacts using the Highway Capacity Manual (HCM) 2000 analysis <br />- <br />methodology. This scope of work assumes the Traffix software will be utilized for <br />preparation of the level of service analysis. <br />This scope of work assumes forecast near -term and long-range year traffic volumes <br />will be based on application of an annual traffic growth rate provided by agency staff, <br />- <br />or by adding cumulative projects provided by agency staff to adjust existing traffic <br />AL <br />volumes to the designated future horizon year. If agency staff provides specific <br />cumulative projects, this scope assumes RBF will derive trip distribution and <br />- <br />assignment at up to ten (10) cumulative projects. <br />If the analysis shows the proposed project will significantly impact an intersection <br />_ <br />based on agency thresholds of significance, mitigation measures will be <br />recommended in accordance with agency performance criteria. The analysis will <br />also document forecast operating conditions after application of recommended <br />mitigation measures. <br />.t <br />Traffic Signal Warrants. This scope of work assumes traffic signal warrants will be <br />prepared at up to two (2) unsignalized study intersections. Traffic signal warrants will <br />be prepared in accordance with the California MUTCD (FHWA MUTCD 2003 <br />Revision 1) methodology. If applicable, existing conditions traffic signal warrants will <br />be prepared using peak hour and daily traffic volume data for the applicable eight <br />- <br />California MUTCD signal warrants, and future traffic signal warrants will be prepared <br />using estimated average daily traffic (ADT) applied to the California MUTCD Table <br />4C.103 (CA). This scope of work assumes agency staff will provide three years of <br />collision data for inclusion in the traffic signal warrant analysis. <br />State Highway Analysis. The purpose of the State of California Department of <br />Transportation (Caltrans) Guide for the Preparation of Traffic Impact Studies is to <br />provide a safe and efficient State Highway transportation system, provide <br />consistency and uniformity in the identification of traffic impacts generated by local <br />land use proposals, and consistency and equity in the identification of measures to <br />mitigate the traffic impacts generated by land use proposals.
