City of Santa Ana <br />Proposal for 601 North Parkcenter Drive <br />Initial Study and Mitigated Negative Declaration <br />The State Highway analysis will be prepared in accordance with the Caltrans Guide <br />for the Preparation of Traffic Impact Studies (State of California Department of <br />Transportation. December 2002). This scope of work assumes the State Highway <br />analysis study area will include the following four (4) State Highway intersections: <br />1-5 Southbound Ramps/4th Street; <br />1-5 Northbound Ramps/4th Street; <br />SR-55 Southbound Ramps/4th Street; and <br />SR-55 Northbound Ramps/4th Street -Irvine Boulevard. <br />The analysis will assess forecast traffic impacts of the proposed project during the <br />a.m. peak hour and p.m. peak hour at the State Highway study facilities. The <br />analysis will document the existing operation of the study intersections and <br />determine near -term and long-range year operation of the study intersections both <br />with and without the proposed project to identify project -related traffic impacts using <br />the Highway Capacity Manual (HCM) 2000 analysis methodology. <br />If the State Highway analysis shows the proposed project will significantly impact a <br />State Highway facility based on Caltrans thresholds of significance, mitigation <br />measures will be recommended in accordance with Caltrans performance criteria. <br />The analvsis will also document forecast operating conditions after application of <br />recommended mitigation measures. <br />Orange County Congestion Management Program Analysis. The purpose of the <br />Orange County Congestion Management Program (CMP) is to develop a <br />coordinated approach to managing and decreasing traffic congestion by linking the <br />various transportation, land use and air quality planning program throughout the <br />County. The program is consistent with that of the Southern California Association <br />of Governments (SCAG). The CMP requires review of significant individual projects <br />that might on their own impact the CMP transportation system. <br />The Orange County CMP has identified that projects generating 1,600 trips/day and <br />that will directly access or be in close proximity to a CMP Highway System link <br />require a TIA. Nearby CMP monitored study intersections include the following: <br />SR-55 Southbound Ramps/4th Street; and <br />SR-55 Northbound Ramps/4th Street -Irvine Boulevard. <br />Since the proposed project is not expected to exceed Orange County CMP daily trip <br />thresholds assigned to a CMP Highway System link, this scope of work assumes no <br />CMP traffic analysis. <br />_ Traffic Response to Comments. RBF will prepare written responses to traffic -related <br />comments received on the environmental document during the public review period <br />for inclusion in the final environmental document. This scope of work assumes up to <br />twenty-four (24) hours are adequate to prepare the written responses; if additional <br />hours are required, the hours can be accommodated for a fee in addition to the fee <br />associated with this scope of work. <br />JN 10-105908 0 8 0 August 8, 2007 <br />
