City of Santa Ana <br />Proposal for 601 North Parkcenter Drive <br />[a Initial Study and Mitigated Negative Declaration <br />Air Quality Traffic Assessment & Acoustical Traffic Assessment. This scope of work <br />assumes the traffic analysis will provide supplemental information to support air <br />quality and acoustical analyses. <br />Meetings. This scope of work assumes RBF's Transportation Division will attend <br />one kickoff meeting with agency staff to discuss/review the traffic impact analysis <br />and up to one additional meeting/hearing. <br />3.5 AIR QUALITY <br />- The City of Santa Ana is located within the South Coast Air Basin, which is regulated <br />by the South Coast Air Quality Management District (SCAQMD). RBF will describe <br />the meteorological conditions and discuss ambient air monitoring data collected for <br />the nearest monitoring station. A description of the regulatory framework relating to <br />air quality (i.e., California Clean Air Act, Air Quality Management Plan, etc.) will also <br />be provided. <br />Construction -Related Emissions. Equipment exhaust and fugitive dust emissions <br />resulting from construction activities will be quantified using URBEMIS2007. Based <br />on landform/grading/demolition/excavation data and assumptions provided by the <br />project Applicant (i.e., number/type of equipment needed for grading activities, <br />project phasing, etc.), the analysis will estimate equipment exhaust emissions <br />utilizing the latest emission factors as prescribed by the California Air Resources <br />Board (CARB) and the EMFAC2007 Model. Emissions from soil hauling activities <br />will also be quantified, if necessary. Fugitive dust emissions will be quantified based <br />on the number of acres to be graded per day. Construction pollutant emissions will <br />be compared to SCAQMD thresholds and mitigation measures will be recommended <br />to reduce the significance of emissions, where feasible. RBF will also qualitatively <br />discuss naturally occurring asbestos impacts as they relate to the proposed <br />construction activities. <br />Construction Related Diesel Particulates. The construction of the proposed project <br />is expected to result in increased concentrations of one or more toxic air <br />contaminants (TAC), potentially exposing existing nearby residents to the proposed <br />: project. There are currently no federal project -level requirements for air toxics <br />analysis, and CEQA only requires a consideration of the risks from toxics. However, <br />the Office of Environmental Health Hazard Assessment (OEHHA) provides the Air <br />Toxics Hot Spots Program Risk Assessment Guidelines (August 2003) and <br />SCAQMD provides the Supplemental Guidelines for Preparing Risk Assessments for <br />the Air Toxics "Hot Spots" Information and Assessment Act (AB2588) (July 2005) <br />and the Health Risk Assessment Guidance forAnalyzing Cancer Risks from Mobile <br />Source Diesel Idling Emissions for CEQA Air Quality Analysis (August 2003) for <br />guidance. A screening level assessment will be conducted following these <br />guidelines. For this project, the principle source of TAC during construction is <br />expected to be the diesel -powered construction equipment.
