Consistent with the SCAQMD environmental <br />justice program and policies, localized air quality impacts on nearby sensitive <br />receptors (i.e., residences, schools, day-care centers, and hospitals) will be <br />evaluated. <br />Long -Term Emissions. RBF will quantify vehicular and area source emissions then <br />provide a comparison to the SCAQMD thresholds of significance. The emissions will <br />be quantitatively derived utilizing the EMFAC2007 and URBEMIS2007 models. <br />Project consistency with regional air quality plans, including the South Coast Air <br />Quality Management Plan, will be evaluated in the EIR section. RBF will address <br />cumulative air quality impacts based upon a list of cumulative projects supplied by <br />the City. RBF will also qualitatively address global warming issues as they pertain to <br />the global warming initiative (Assembly Bill 32), which was signed into law by <br />Governor Schwarzenegger on September 2006. <br />CO Hotspots. RBF staff will perform a screening -level analysis to verify exemption of <br />regional and local CO emissions utilizing the methodology prescribed by the UC <br />Davis Institute of Transportation Studies and the SCAQMD. <br />3.6 SHADE AND SHADOW <br />RBF will develop a massing model from electronic plans and elevations provided by <br />the Project applicant and prepare shade and shadow drawings for time intervals <br />throughout the day on the summer/winter solstices and vernal/autumnal equinoxes. <br />The analysis will reflect both existing and project buildout conditions. RBF will <br />prepare a written analysis of the shade and shadow affects, along with supporting <br />graphics addressing potentially significant impacts generated by the proposed <br />Project on the surrounding area. <br />4.0 CEQA INITIAL STUDY/ASSESSMENT <br />RBF will prepare an Initial Study in accordance with the CEQA Guidelines. The Initial Study <br />will include detailed explanations of all checklist determinations and discussions of potential <br />environmental impacts. The analysis shall be in accordance with Sections 15063, 15162, <br />15167 and 15168 of the CEQA statutes. The Initial Study report will be presented as follows: <br />4.1 INTRODUCTION <br />This section will cite the environmental review requirements of the Project, pursuant <br />to the CEQA Guidelines. The Introduction will include the Project location, <br />environmental setting, existing uses on -site and in the vicinity, the Project description <br />(confirmed by the City in Task 1.0), Project phasing, relevant background/history <br />information, and zoning considerations. <br />4.2 ENVIRONMENTAL CHECKLIST <br />�.
