City of Santa Ana <br />Proposal for 601 North Parkcenter Drive <br />Initial Study and Mitigated Negative Declaration <br />impacts, (2) potentially significant impacts unless mitigated, (3) less than significant <br />impacts, and (4) issues resulting in no impacts. <br />4.3 ENVIRONMENTAL ANALYSIS <br />The Environmental Analysis sections will provide vital supporting information for the <br />conclusions rendered for the Environmental Checklist. This section will review the <br />following issues: <br />ee Aesthetics, Light, and Glare: Short-term construction impacts and long-term <br />visual impacts (i.e., visual character, views from adjacent areas, shade and <br />shadow) resulting from the Project will be reviewed. The focused shade and <br />shadow study, referenced in Task 3.0 will be incorporated <br />Agricultural Resources: The project area is not designated for agricultural <br />production; thus, the Initial Study will confirm that there is no effect on <br />farmland. <br />Air Quality: Short-term construction related and long-term air emission <br />effects will be evaluated in accordance with the South Coast Air Quality <br />Management District's criteria. The focused air quality study, referenced in <br />Task 3.0 will be incorporated <br />Biological Resources: Given the developed nature of the Project area and <br />disturbed nature of the Project site, no sensitive biological species or habitat <br />is expected to occur on -site. On -site conditions will be confirmed. <br />Cultural Resources: The analysis will cite the provisions of CEQA Guidelines <br />15064.5 (Historical and Archaeological Resources). <br />Geology and Soils: The Initial Study will examine the construction affects, <br />on -site and regional seismic conditions, exposure of people and structures to <br />adverse seismic affects and soil characteristics (i.e., erosion, expansion, <br />instability) associated with Project implementation. <br />Hazards and Hazardous Materials: Analysis will review existing hazards and <br />long-term hazard conditions. <br />Hydrology and Water Quality: The results of the hydrology and water quality <br />analysis, referenced in Task 3.0 will be incorporated. <br />Land Use and Relevant Planning: The Project's consistency with the <br />General Plan/Zoning designation will be noted. Compatibility with adjacent <br />uses will be studied. <br />•: Mineral Resources: Analysis will note that there is no affect of the Project <br />upon mineral resources. <br />Noise: The results of the acoustical analysis, referenced in Task 3.0 will be <br />incorporated. <br />JN 10-105908 • 11 • August 8, 2007 <br />
