If other non - standard design features are identified during the PS &E <br />phase and cannot be made standard per the Highway Design Manual, <br />the consultant shall develop Design Exception Fact Sheets for Caltrans <br />review and approval. <br />8. Specifications — Specifications shall be prepared and submitted at the <br />following milestones 30% (table of contents only), 60 %, 95% (prefinal) <br />and 100% (final) completion levels. All work within the Caltrans <br />right -of -way shall confirm to the State's Standard Special Provisions <br />(SSP's) in addition to the State's Standard Specifications. <br />Incorporation of the boilerplate City general provisions to the State's <br />Specifications shall be the responsibility of the Consultant. <br />A list of contract pay items with the descriptions, item codes and <br />estimated quantities shall be included in the front of the special <br />provisions. Pay items shall reference the specification section defining <br />the measurement and payment. <br />9. Cost Estimate — Cost estimates shall be prepared and submitted at <br />each of the milestones along with the plans and specifications. <br />Quantities for all contract pay items shall be substantiated by <br />calculations. Quantity calculations shall be neat and orderly and shall <br />show all sketches, diagrams, and dimensions necessary to allow them <br />to be independently used by field inspectors during construction. <br />The source of unit cost data shall be included. Lump sum items shall <br />include a breakdown of major components along with adequate cost <br />backup justifying the total lump sum cost. <br />10. Submission Format — PS &E shall be in English units and shall conform <br />to City and Caltrans standards, regulations, policies, manuals, and <br />practices. The Consultant shall provide clear, concise and complete <br />plans. <br />a. Drawing shall be prepared in Microstation format. Submittals <br />shall be 11 "x17" hard copy. Electronic files shall be submitted <br />at the 100% completion level. <br />b. Electronic copies of the specifications and cost estimates shall <br />be submitted in Microsoft Word and Excel format, respectively. <br />c. Cross sections are considered necessary to properly and <br />accurately design the improvements and to accurately establish <br />the earthwork volumes and extent of construction. Cross <br />sections shall be prepared at a scale and frequency approved <br />by Caltrans and the City. The cut and fill quantities shall be <br />computer generated and shall be included with the cross <br />sections. The cross sections shall be provided to the City at the <br />same time as the final plans, which will both be made available <br />in a separate document to potential bidders. <br />15 <br />
