Scope of Work <br />PBS &J's past experience performing PSRIPR projects has <br />• enabled us to develop an approach that will ensure the suc- <br />cessful completion of this project. <br />Technical Approach <br />Based on the RFP, we propose three phases for the completion of this project: <br />• Phase I- PSR/PR Report (Preliminary Engineering) <br />• Phase 2- PS &E Preparation (30 %, 60 %, 95 %, and 100 % submittal) <br />• Phase 3- Construction Phase (Support) <br />Each phase /milestone builds upon others to provide a consistent approach to produce <br />a thorough and properly reviewed Project Study Report /Project Report (PSR/PR), <br />and PS &E submittals. PBS &J accepts the scope of work as contained within the RFP <br />and only details the scope beyond what is described. The project will be performed as <br />follows: <br />PHASE I - PSR/PR REPORT <br />(PRELIMINARY ENGINEERING) <br />Task 1: Project Management <br />• Notice to proceed <br />• Formation of project development team <br />• Kick off meeting (preparation) <br />• Project execution plan (work plan) <br />• Project meetings / coordination <br />• Project schedule and progress report <br />• Quality control /quality assurance <br />• Project Management (From NTP to Construction Support) <br />Upon receiving Notice to Proceed (NTP), we will meet with the City of Santa Ana <br />to initiate the formation of the Project Development Team (PDT). This coordination <br />effort identifies all agencies with jurisdiction or an interest within the project limits as <br />well as the individuals who shall represent these agencies as members of the PDT. <br />We will prepare all displays and material necessary for the scoping meeting. This <br />"kickoff' meeting is the first meeting of the Project Development Team and its pur- <br />pose will be to establish the following: <br />• Introduce members of the Project Development Team <br />• Establish the Caltrans prr,;ect criteria <br />• Define project goals <br />• Identify critical project issues <br />• Define project scope and schedule for Phase I (upon approval, we will develop the next <br />phase scope and schedule) <br />- <br />PBS &J...
