6
OJGPTiON s The scoping meeting and PBS &J scheduling and management activities will serve as
A the basis for the development of the Project Work Program. This action plan will be
`} provided to all members of the PDT to ensure that all members clearly understand
their responsibilities and the timeliness of executing these responsibilities.
Task 2: Data Collection
Obtain & Review Existing Roadway Plans, Reports and Studies
A review of the City's General Plan and Orange County Master Plan of Arterial High-
ways (MPAH) will commence during this milestone.
Surveys Services
The field surveyors will recover existing survey control and key record centerline
monuments within the roadway alignment for EB MacArthur under the bridge and
the on- ramps. In addition, the surveyors will locate all surface - visible utility features
and verify elevations /vertical clearances for the existing bridge structure (SR- 55 /Ma-
cArthur). The project surveyor will plot existing right of way limits using existing
record information from Caltrans, District 12 and County of Orange.
Aerial Mapping
Our subconsultant, Towill, will compile design level mapping for the subject at a scale
of 50:1 with 1 foot contour interval. The area of coverage will be from Hutton Center
Drive on the west to Fitch on the east and the strip of land centered along MacArthur
extending 150' north and south of intersection with SR -55.
Geotechnical Evaluation
Our scope of work for PSR/PR preparation will consist of preliminary geotechnical
study and Environmental Initial Site Assessment (ISA) in general accordance with the
current ASTM "Standard Practice for Environmental Site Assessments: Phase I En-
vironmental Site Assessments Process 1527 -05" and California State Department of
Transportation, Project Development Procedures Manual, dated July 1, 1999.
Structures As- builts and Data
PBS &J will compile all existing records pertaining to the existing structures such as
as -built plans, maintenance reports, construction records, and utility maps. We already
have obtained the plans of the existing undercrossing structure to investigate the
available width from the existing face of columns on median to the side columns. We
anticipate no structural modification will be required for this project.
Traffic Data
Our traffic subconsultant, Urban Crossroads will be responsible for performing the
traffic engineering related services for this project. This will include obtaining existing
traffic data, working with the City of Santa Ana to obtain forecasted traffic data, and
analyzing the level of service (LOS) of the traffic operations at the project site for exist-
ing conditions and design -year forecasted conditions. In addition, Urban Crossroads
will develop the traffic- related sections in the PSR/PR and environmental docu-
ment. Existing traffic and accident data will be collected and evaluated from City and
Caltrans.
IT' C11 es_itl ',Nwrs I(Iof 1 r P
. : :; PBS &J... We Make it Happen
