�OJG �sa Traffic Impact Analysis Report l A traffic analysis report will be prepared that addresses the traffic items required by the City of Santa Ana and Caltrans for a PSR/PR and the environmental document. 'Ihis report will include the following items: • A description of the existing traffic conditions, a summary of the current traffic ac- cident statistics within the project area, and a discussion of traffic safety issues that are of concern will be included. • A description of the forecasted 2025 traffic conditions at the project site. Urban Cross- roads will refine the long -range (2025) traffic forecasts included in the Hutton Center Residential Development Traffic Study, previously prepared on December 15, 2004, based on existing peak hour traffic count data. The initial estimates of the peak hour turning movement volumes will be reviewed for reasonableness, including the review of traffic flow conservation and peak -to -daily volume ratios. • Where necessary, the initial model estimates will be adjusted to achieve flow conserva- tion, reasonable growth, and plausible diversion between parallel routes. It is assumed that Caltrans will accept 2025 as the analysis year for the PRS /PS traffic analysis and additional model runs will not be required.
