OJG sa Traffic Impact Analysis Report
l
A traffic analysis report will be prepared that addresses the traffic items required by the
City of Santa Ana and Caltrans for a PSR/PR and the environmental document. 'Ihis
report will include the following items:
• A description of the existing traffic conditions, a summary of the current traffic ac-
cident statistics within the project area, and a discussion of traffic safety issues that are
of concern will be included.
• A description of the forecasted 2025 traffic conditions at the project site. Urban Cross-
roads will refine the long -range (2025) traffic forecasts included in the Hutton Center
Residential Development Traffic Study, previously prepared on December 15, 2004,
based on existing peak hour traffic count data. The initial estimates of the peak hour
turning movement volumes will be reviewed for reasonableness, including the review of
traffic flow conservation and peak -to -daily volume ratios.
• Where necessary, the initial model estimates will be adjusted to achieve flow conserva-
tion, reasonable growth, and plausible diversion between parallel routes. It is assumed
that Caltrans will accept 2025 as the analysis year for the PRS /PS traffic analysis and
additional model runs will not be required. If Caltrans wants the analysis based on
PBS&J has studied 2030 or 2035 values, however, it is assumed that the required traffic volumes will be
the project extrapolated from the 2025 traffic volumes in the Hutton Center Residential Develop -
in terms of key ment Traffic Study and a model run will not be necessaryy,
project challenges Task 4: Environmental Documents (PEAR)
and requirements, PBS &J will prepare a PEAR or PES to identify the necessary level of technical assess -
and developed a ment required to identify and support the appropriate environmental documentation
for the project (either categorical exclusion or negative declaration). the PEAR/PES
team with unique will focus on specific environmental issues associated with the project, including traf-
qualiftcations and fic, water quality, air quality and noise, and biological resources, as these are the issue
demonstrated areas that could result in preparation of a negative declaration.
ability to develop 'The resultant PEARMES will become the work scope for the required CEQA compli-
project solutions ance documentation.
that meet the OPTION — Initial Study / Negative Declaration (IS /ND)
requirements of this -There are several reasons why a categorical exemption under CEQA may not apply
project and the City to the project. These reasons include: design of the project is different than presented
of Santa Ana, in the 2005 EIR, the traffic, air quality, noise, biology and or water impacts were not
adequately disclosed. Regulations or standards may have changed since approval of the
2005 EIR, and would no longer meet regulatory approval. We propose to prepare a
focused Initial Study / Negative Declaration in the event that impacts are greater than
anticipated /disclosed in the 2005 EIR.
Based on documentation provided by the City, PBSJ will develop a project descrip-
tion to identify environmental issues for the public. This information is to be quickly
synthesized from the 2005 EIR and updated with more specific detailed information
as the PSR/PR evolves.
PBS &J... We Make it Happen!
