The Draft Responses to Comments will be prepared for review by the <br />1 City staff. Following review of the Draft Responses to Comments, the Consultant will <br />' finalize this section for inclusion in the Final IS. <br />Final Environmental Document <br />PBSJ will prepare required CEQA noticing, and will submit a record of public com- <br />ments and responses. Upon receipt the Final IS /EA will be assembled including <br />the Draft IS /EA, Comments and Responses, Technical Appendices, and Mitigation <br />Monitoring and Reporting Program. Deliverables include one copy and one unbound <br />original. <br />Task 5: Draft Project Study Report /Project Report <br />• Draft PSR /PR, Fact Sheets, and Traffic Analysis Report <br />• QA/QC Review of PSR/PR, Plans <br />• Revise Plans , Report , Fact Sheets , and Cost Estimate <br />• Submit Draft Plan and Report to Agencies for Review <br />MacArthur at SR -55 Undercrossing <br />Upon completion of Task 4, PBS &J will prepare the draft PSR/PR summarizing the <br />findings of the initial engineering studies and environmental studies. Detailed discus- <br />sion will be provided on each alternative evaluated, including compliance with the re- <br />gional plan. Two final alternatives will be discussed in detail and presented as follows: <br />• The "No Build" alternative <br />• The "Minimum Build" alternative that meets current design standard (widening of <br />ramps) <br />The PSR/PR and Environmental Document will be circulated to agencies for review <br />comments. Based on our project manager's extensive past experience with Caltrans <br />projects, Sherry has a precise knowledge of the Caltrans review process. We believe <br />that the time needed to review and approve any Caltrans project depends on the <br />completeness, quality, and the details necessary to clarify Caltrans reviewer's questions/ <br />comments that they may have, in advance. Once the PSR/PR is approved, it will serve <br />as the authorization to enter into a pre - approved cooperative or highway improvement <br />agreement for the design and construction of the State highway. We will develop the <br />draft Cooperative Agreement to assist the City and Caltrans to start on final design <br />and construction phase. <br />Task 6: Final PSR/PR <br />• Review comments and coordinate <br />• Revise plans and cost estimate <br />• Revise Fact Sheets and obtain Caltrans approval <br />• Revise PSR/PR report <br />• Environmental documentation for PSR/PR insert <br />• Submit final report and plans <br />PBS &J...
