o11'�programs to control pollutants in storm water discharges from municipal activities, existing development, <br />co mew development and illegal discharges/illicit connections. URS prepared responses to comments that were <br />e County Board of Supervisors. The Board was able to certify the Negative Declaration with little surrounding <br />" versy. URS also assisted with required state clearinghouse forms and filings with the County clerk. <br />Furthermore, to help meet requirements of the NPDES municipal storm water permit, URS developed a model program to <br />revise the County and 36 permittee cities' planning and development permit processes to incorporate storm water quality <br />protection principles. This included developing: <br />■ A revised project application for environmental review that incorporates storm water quality considerations <br />• A revised CEQA checklist that incorporates storm water quality considerations <br />• Guidance document for preparing water quality sections of CEQA documents <br />• Building permit processing procedures, forms and checklists to incorporate storm water quality requirements for new <br />development <br />The model program has been incorporated into the County DAMP. URS also provided training on the model program to <br />city/county managers, staff and private sector. <br />MS4 NPDES Permit Support <br />Client: City of Santa Ana <br />Reference: Sour; Amirani, 114,647,1140 <br />Completion Date: 2004 <br />URS developed and prioritized an inventory of industrial and commercial facilities within the City's jurisdiction as required by <br />the City's municipal separate storm sewer system (MS4) NPDES permit. "Windshield surveys" were conducted for more than <br />1,000 facilities. Inspections were conducted for more than 640 facilities and reports were prepared summarizing the results. <br />Enforcement documentation was prepared for the City, including 125 notifications to the Santa Ana Regional Water Quality <br />Control Board for facilities that were potentially in violation of the General Permit for Storm Water Discharges Associated <br />with Industrial Activity. URS also provided general storm water program compliance assistance, including review of model <br />compliance programs developed by the County of Orange. <br />I-215/Los Alamos Road Interchange Improvement Project <br />Client: City of Murrieta, Department of Public Works and Engineering <br />Reference: Roger Cunliffe-Owen, PE, 951.461.6001 <br />Completion Date: Ongoing <br />The City of Murrieta retained URS to prepare the necessary CEQA documentation and supporting technical studies to meet <br />Caltrans requirements. This included the Natural Environment Study (including Multiple -Species Habitat Conservation Plan <br />[MSHCP] consistency finding), Historical Resources Compliance Report and Archaeological Survey Report, Noise Study <br />Report, Air Quality Study, and Initial Site Assessment for hazardous materials. During the course of this particular project, the <br />URS team interacted closely and regularly with Caltrans District 8 staff to effectively streamline the approval process. In the <br />end, the project team worked closely with the City and Caltrans to approve the project as a CEQA Categorical Exemption. <br />I-15/Clinton Keith Road Interchange Improvement Project <br />Client: County of Riverside Transportation Department <br />Reference: Tayfun Saglam, PE, 951.955.2871 <br />Completion Date: Ongoing <br />URS is supporting the County of Riverside by preparing the necessary environmental documentation and permitting to <br />support the proposed design improvements for this interchange reconstruction project. This project requires CEQA and <br />NEPA compliance through Caltrans and FHWA, and also requires preparation of reports pursuant to County guidelines (i.e., <br />MSHCP Consistency report). This project also requires preparation of a Caltrans PEAR, Natural Environment Study and <br />MSHCP consistency report, Historic Property Survey Report and Archaeological Survey Report, Noise Study Report, Air <br />Quality Study, and Initial Site Assessment to meet Caltrans and FHWA requirements. URS also has conducted a habitat <br />assessment for burrowing owl in accordance with County -prescribed survey guidelines. URS' biologists also have conducted <br />9 <br />
