The <br />g p p y P p 1 g iI' ) p <br />summarize the assignment objective(s), scope of work, standards, criteria, deliverables, budget, schedule, and <br />ffing. The PMP is intended to provide clear direction to the project team working on the assignment. It will be prepared in <br />"outline form with concise statements regarding study methodologies and assumptions. This facilitates a clear understanding of <br />the City's goals and approach to the project by all key staff working on the contract. It reduces the time necessary to bring the <br />whole URS team up to speed on the contract, thus freeing the time of the URS Project Manager to focus on the City's needs. <br />The PMP enhances our ability to involve a larger group of staff in the contract, thereby ensuring that all assignments are <br />staffed with the best resources of the team. <br />C.3 MONITORING PROGRESS OF ASSIGNMENTS <br />During the course of work on specific task orders, we propose to hold focused periodic briefings with the City. These <br />briefings will review the progress, direction, and objectives of each specific assignment being performed under the contract. <br />This will ensure that our work continues to be focused on the City's objectives for each assignment. It will also allow for <br />correction of the direction, emphasis, and/or degree or detail of any study during its progress. These briefings will ensure that <br />our work is responsive to the City's changing information needs over the course of the contract. <br />CA PROJECT PROCEDURES FOR COST AND SCHEDULE CONTROL <br />The URS team's reputation for outstanding achievements in environmental document approval is largely due to our strong <br />belief that every element of the project should be carefully planned and designed for maximum flexibility. Scheduling that <br />allows for increased overlap of concurrent activities can accelerate typical project development time frames. Because schedule <br />delays are one of the most significant contributing factors to budget overruns, it is imperative that a project schedule be <br />established based upon realistic expectations and then adhered to throughout a project's development stages. <br />URS uses a number of scheduling software packages to develop and track project schedules, activities and key milestones. <br />These procedures allow our Project Manager to continually track the progress of the projects and anticipate any delays and/or <br />potential acceleration to the schedule. If an issue was to develop that had the potential to impact progress, the item would be <br />highlighted in our monthly progress report and discussed with the City Project Manager. Our scheduling capability permits <br />the development of alternative scheduling impacts depending upon the corrective action. <br />URS utilizes an integrated computer -based financial management system (named Enterprise One) to provide our Project <br />Manager with real-time financial information. The system allows the Project Manager to monitor budget and schedule <br />performance on a weekly basis using real-time accounting data. The system has been designed so the Project Manager can <br />readily estimate actual work performed relative to budget and schedule, and take corrective actions before problems develop. <br />iURS is proud of our record for meeting tight schedules and remaining on or under budget. In addition, we continually utilize <br />our technical abilities to develop phasing strategies that work from an engineering perspective, while conforming to available <br />funding programs and sources. <br />C.5 QUALITY ASSURANCE/QUALITYCONTROL <br />URS has always placed great emphasis on QA/QC with respect to all services provided by the firm. A fundamental feature of <br />our QA/QC Program is our formal, internal peer review process, which is conducted on all deliverables prior to submittal. <br />The purpose of the peer review is to take a fresh look at the environmental assessments and recommendations we have made. <br />Each deliverable document contains a peer review sheet that must be completed and signed by the peer reviewer prior to <br />document production. A typical peer reviewer is a senior -level professional with experience in the type of issues and <br />recommendations provided in the deliverable. <br />12 <br />
