Annual Report/2007 <br />A second application for funds was allotted to cover costs of $37,000 <br />from the equipment grant to upgrade the master control room to fiber <br />from an analog signal. This upgraded the program signal quality for <br />CTV3 and programs cablecast from city hall on the local cable system. <br />The fiber line for CTV3 was completed during 2007 and a fiber <br />modulator installed to connect the city to the Time Warner Cable fiber <br />network. <br />The third application of $50,000 of the initial grant is slated for offset <br />costs for Coaxial [-Net capital expenses, the cost for a two-year period <br />for Institutional Network (I -Net) equipment maintenance. The city plan <br />migrated away from the (I -Net) prior to June 30`h, 2007 to new <br />technology including fiber and internet. Notification was sent <br />previously in August 2005 to all I -Net users, schools, college and city <br />fire departments to notify them of this change and to encourage them <br />to plan accordingly for this migration. Santa Ana College and the City <br />of Santa Ana are now both connected to fiber. Santa Ana Unified <br />School District (SAUSD) made their own arrangements to continue <br />utilizing the I -Net with Time Warner Cable and they are the only <br />Educational Channel users that have not made this transition. <br />Alexandra Ito, Santa Ana Unified School District engineer stated the <br />school district has opted to pay for a year of maintenance (2008) with <br />Time Warner while they are preparing to install a cable fiber <br />connection line for the SAUSD educational television channel. <br />• Programming and playback was completed for a total of 46 programs <br />for CTV3 during 2007 by Time Warner Cable. Program playback <br />responsibility migrated to the City of Santa Ana on January 3, 2008. To <br />achieve the programming transition, the city purchased playback <br />channel equipment during 2007. After installation, a playback operator <br />technician, Mr. Dean Phan was hired and trained to playback the city's <br />programs including programs such as City Council Meetings, Orange <br />County Board of Supervisor Meetings, outside videos obtained for the <br />channel, video shorts and public service announcements. The city <br />produces and records its own city council meetings and is now totally <br />independent from production assistance at Time Warner Cable. <br />• Cable Assistance Plan- Time Warner continues to provide low-ncome <br />cable assistance for all those who qualify including seniors. The city <br />worked to establish a senior discount rate, however Time Warner is <br />offering the low-income service to all. This is a discount of 20% of the <br />Time Warner Standard Cable service. Those purchasing Standard <br />Cable at $50.00 dollars would receive a discount of $10.00 from their <br />cable bill.
