• How do does the City foster a Quality I <br />consisting of a mosaic of neighborhooi <br />What role should the City take with <br />Quality of living environment for its <br />As described in Task 2 <br />later in this proposal, the <br />be developed through a Strategic Framework Session wit ouncil. <br />The Housing Vision would be designed to tier off and support the City's <br />overall vision of becoming the dynamic center of Orange County. This <br />vision would provide the filter for evaluating current policies and <br />developing new policies for inclusion into the Housing Element. <br />Housing Plan Development <br />The Housing Plan must promote and further fair housing and set forth <br />a series of programs to encourage the maintenance, production, and <br />improvement of housing for all economic segments of the community. <br />The vast majority of programs to be included in the Housing Element are <br />identified in local, state, and federal housing planning efforts. We will <br />incorporate —to the extent they are still relevant —the housing programs <br />as well any modifications or deletions generated during earlier tasks. <br />The Housing Element contains a list of action steps that represented key <br />program initiatives. There are several benefits to this approach, in <br />particular brevity. Moreover, as programs change over time, housing <br />program descriptions would not need to be updated as freQuently. <br />However, as part of this effort, we will work with you to determine the <br />most appropriate method of presenting housing programs so that it <br />present the desired level of detail and relevance toyour planning needs. <br />Regardless of the form of the Housing Plan that best suitsyour needs, <br />the draft Housing Plan will, at minimum, achieve the following objectives <br />consistent with the requirements of state law: <br />• Identify sites to facilitate and encourage development of various <br />types of housing for all income levels. <br />• Encourage housing types that reduce automobile dependence, <br />improve air Quality, and further City economic goals. <br />• Create Quality neighborhoods through the conservation and <br />improvement of housing and supporting community services. <br />• Assist in the development of adeQuate housing to meet the <br />needs of very low, low, and moderate income households. <br />Housing Element Update THE PLANNING CENTER I Page2-111 <br />
