• Address and, where appropriate and legally possible, remove <br />governmental constraints to housing for all income levels. <br />• Conserve and improve the condition of the affordable housing <br />stock, which may include addressing ways to mitigate the loss. <br />• Promote fair housing opportunities for all persons regardless of <br />race/ethnicity, income, household type, or other similar status. <br />• Preserve lower income assisted housing developments, in <br />particular those at risk of conversion. <br />Housing Plan Implementation <br />The last task of the Housing Plan is to create an implementation plan. <br />To that end, we will prepare a thorough plan that includes measurable <br />objectives, timelines, financial resources, and agencies responsible for <br />program implementation. This level of detail is required to meet the <br />statutory requirements of state law and to provide a solid basis for <br />success in the implementation of the Housing Element. <br />As is the case with the prior housing element, the implementation plan <br />will also contain quantified objectives with respect to: <br />• Construction of new units by affordability level <br />• Preservation of existing at -risk units by affordability level <br />• Preservation and rehabilitation by affordability level <br />In setting forth the quantified objectives, we will carefully review the <br />Consolidated Plan, the Redevelopment Implementation Plans, and other <br />determinative housing planning documents to ensure that the quantified <br />objectives are consistent and incorporated into the Housing Element. <br />Meeting with different departmental staff will be the key to this effort. <br />Finally, the housing implementation plan will contain a section describing <br />the consistency of the Housing Element with other elements of the <br />General Plan. Since the General Plan will be updated in the near future, <br />the consistency matrix will be prepared in a summary fashion, showing <br />where key policy areas are consistent with different Elements of the <br />General Plan, rather than specific areas which ultimately will be updated. <br />We understand, however, that if changes need to be made to other <br />elements, the implementation program will speciy those changes. <br />Page 2-12 Proposal to City of Santa Ana <br />
