projects have spanned major commercial, residential, industrial, and <br />infrastructure projects including: rail and highway improvement projects, <br />water/wastewater projects, 'big -box' commercial developments, <br />downtown redevelopment projects, a waste -by -rail "mega" landfill, a <br />heap -leach gold mine, sensitive coastal and hillside development <br />projects, and large-scale mixed -use communities. <br />JoAnn is well versed in managing the entire environmental process <br />including project scoping, environmental documentation, public noticing <br />and participation, and resource permitting. JoAnn's public and private <br />sector experience encompasses policy planning; site specific, community <br />and regional land use planning; and entitlement and regulatory permit <br />processing. Public sector work has included preparation of housing <br />plans, transportation and air Quality studies, and Local Coastal Plans. <br />Private sector experience has included Specific Plan preparation and <br />General Plan Amendment, Zone Change, and Conditional Use Permit <br />entitlement processing, and Coastal Development Permits. JoAnn is <br />currently leading the Village Gardens EIR for the City of Santa Ana and <br />is keenly aware of the housing context in the community. <br />BERTY CHANG <br />Senior Designer <br />Role: Document/Graphic Design <br />One of the most talented designers for The Planning <br />Center's Community Planning & Design team, Berty <br />exhibits exceptional illustrative and graphics skills, <br />creativity, and enthusiasm. Her design concepts are <br />always wonderfully uniQue and she has an especially <br />uncanny eye for effective spatial composition. She <br />focuses on the relationships between humans and their physical <br />environment, creatively integrating and encouraging innovative but <br />practical design solutions for environments of all sizes. <br />Berty's interest and experience involve her in all aspects of a project's <br />scope, from opportunities and constraints analysis, to programming and <br />visioning, to land planning and design development. Her expertise with <br />land development and uses has grown considerably in heryears with The <br />Planning Center. The Quality of her work reflects her commitment to <br />detail and her attention and responsiveness to clients. With respect to <br />housing planning, Berty recently worked with the City of Pasadena to <br />prepare the Housing Agenda for Action.
