~' <br />~~ ~~J <br />of Work <br />i' >~. <br />Exhibit B <br />For any issue area determined to be "Less than Significant with Mitigation Incorporated," <br />mitigation measures that will avoid or reduce potential impacts to a level below <br />significance will be identified. Each mitigation measure will identify the measures to be <br />undertaken, parties responsible for implementing the required mitigation, parties <br />responsible for monitoring the effectiveness of the mitigation, and when each mitigation <br />obligation must be fulfilled. Following a description of the required mitigation, a <br />conclusion will be drawn regarding the effectiveness of the proposed mitigation measures <br />at reducing impacts to a level below significance. <br />The Drag IS/MND document will then be forwarded to City staff for review and <br />comment. <br />Task 2.2 Prepare MMRP, Public Review Draft IS/MND, and Notice of Intent <br />Subsequent to the City's initial review of the draft IS/MND document, T&B Planning will <br />revise the document in accordance with any comments received. As part of this task, T&B <br />Planning also will prepare a Mitigation, Monitoring, and Reporting Program (MMRP) <br />which will consist of a matrix that identifies all of the project's impacts, the mitigation to <br />reduce those impacts, responsible parties for implementing and monitoring the required <br />mitigation, and when each measure must be implemented. <br />Upon completion of the revisions to the IS/MND document, T&B Planning will prepare a <br />Notice of Intent (NOI) for the proposed project, as required by CEQA Guidelines Section <br />15072. The NOI will include: a brief description of the proposed project; the start and <br />end dates of public review and where comments may be sent; the date, time, and location <br />of any public heazings (if known at the time the NOI is prepared); the location where all <br />project-related documents can be reviewed by the public; disclosure of any hazardous <br />conditions on the site pursuant to Government Code Section 65962.5; and any <br />information specifically required by statute or regulation (as applicable). <br />Once the revised IS/NIND, draft MMRP, and drafr NOI are complete, T&B Planning will <br />submit the appropriate number of copies to the City for additional staff review and <br />comment. After the second review period, the City will either deem the IS/MND <br />adequate for public review or will request additional revisions. If the latter occurs, T&B <br />Planning would arrange a meeting with the appropriate City staff to discuss the City's <br />comments and recommend appropriate ways to address staff s concerns. <br />Upon receiving the City's authorization to finalize the Draft IS/MND for public review, <br />T&B Planning will prepare and print the document for public distribution. It our <br />understanding that the City of Santa Ana will produce the mailing list and distribute the <br />IS/MND for public review. Therefore, the budget for this task does not include costs <br />associated with T&B Planning coordinating or distributing the draft IS/MND for public <br />review.
