ronmental Services Qualifications <br />KEY PERSONNEL <br />uitural/Biological Resources Lead - Availability 20% <br />1 <br />ince 1981, Kenneth J. Lord, PhD, RPA, has provided environmental consulting, cultural resources management, <br />nstruction management and environmental assessment consulting services for numerous major transmission and <br />�,., <br />frastructure development projects. In this capacity, he has managed multi disciplinary teams preparing EISs and EIRs <br />at have been used by the FERC, US Army Corps of Engineers and State of California agencies in licensing pipeline <br />ojects in California and the western United States. He has been involved in management of the <br />Instruction/environmental compliance monitoring associated with a variety of development projects. Other experience <br />ludes assignments as project manager or deputy project manager for state and federal projects. His experience <br />compasses the reconnaissance, feasibility, and environmental impact aspects of a variety of project types. He is <br />owledgeable about California county environmental documentation procedures and regulations, as well as other <br />feral and state environmental laws, regulations, and guidelines. He has prepared and/or supervised the preparation <br />EIRs, EISs and Biological Assessments in accordance with NEPA and CEQA rules and regulations. He has also <br />)pared and implemented numerous mitigation monitoring programs for linear programs throughout the west. <br />nneth obtained his Doctorate degree in Archaeology from the University of Texas, Austin, and a Bachelor's degree in <br />:hropology from the University of Pittsburgh. He is a Member of the Registry of Professional Archaeologists. <br />Land Use Compatibility Hazards / Hazardous Materials - Availability 25% <br />Emilie Johnson, MS, A1CP, REA, Senior Project Manager, has 17 years of experience managing the preparation of <br />CEQA and NEPA documents, Phase I Environmental Site Assessments, providing representation at public hearings and <br />presentations, and governmental coordination. Her expertise lies in long-range planning, resource management <br />studies, waste management studies and General Plan Element preparation and updates. Broad experience in CEQA- <br />and NEPA-related projects throughout Southern California, including large master -planned communities, transportation <br />facilities, government centers, water resources, and coastal projects including the Castaways Marina Environmental <br />Impact Report, and the Laguna Beach Hillside Subdivision Environmental Impact Report. <br />Emilie has two Master's degrees: one from the Graduate School of Management, University of California, Irvine, and <br />another from the Bren School of Environmental Science and Management, University of California, Santa Barbara. Her <br />Bachelor's degree is in Environmental Studies, earned from UC Santa Barbara. She is also certified in Urban Planning <br />and Environmental Auditing. <br />Air Quality / Greenhouse Gas Emissions / Noise Studies - Availability 25% <br />Project Manager Cori Wilson is an Air Quality Specialist with four years of experience in air quality modeling and <br />geographical information systems including authorship of air quality reports, health risk assessments, airport <br />compatibility analyses, and assisting in the preparation of numerous CEQA documents. Cori was also a team member in <br />MBA's preparation of a whitepaper on AB32 addressing CEQA requirements to greenhouse gas emission issues. She <br />lends her expertise in air quality models - including AERMOD, ISCST3, CALINE4, MOBILE6, EMFAC, OFFROAD, and <br />URBEMIS - to numerous EIR project teams and prepares stand -along air quality and AB32 compliance documents. <br />Cori earned her Bachelor's degree in Environmental Science from the University of Washington, Bothell. An experienced <br />lecturer, she regularly provides presentations on air quality and AB32 <br />Vince Mirabella, MS, is a Senior Air Quality Specialist with over 30 years of diverse private -sector scientific experience <br />including the design and management of major air quality research projects dealing with air quality model development <br />application and analysis. Recent notable projects include the first application of a comprehensive photochemical grid <br />model to examine the impacts of power plant emissions in the South Coast Air Basin, characterization of emission <br />dispersion in complex terrain to identify and quantify the sources of visibility impairment in the Grand Canyon (pre- <br />cursor to Global Dimming Analysis). Vince's expertise is in the development of emission inventories and meteorological <br />data necessary to drive dispersion models. He was part of the team who prepared MBA's whitepaper on AB32 <br />addressing CEQA requirements to greenhouse gas emission issues. <br />LM <br />
