Services Qualifications <br />KEY PERSONNEL <br />'ince possesses a Master's and Bachelor's degree in Meteorology from Pennsylvania State University and Florida State <br />Iniversity, respectively. <br />Air Quality and Noise Analyst Chelsea Ayala has over 14 years of regulatory agency, analytical laboratory, and <br />Eenvironmental consulting experience. She has recently worked on several complex projects including the Lake Davis <br />,,,Northern Pike Eradication Project, the Mendocino Mill Creek Project, and the Broadwater Liquefied Natural Gas <br />`Terminal Project and is serving as the technical author for the air quality and noise sections of a Proponent's <br />Environmental Assessment (PEA) for a confidential electrical generation facility in the southwest U.S. She has served as <br />::technical writer for numerous air quality and noise sections for Environmental impact Reports and was involved in the <br />Federal licensing process for two separate offshore natural gas facilities located in the Pacific Ocean and the Gulf of <br />Mexico, and recently authored the air and noise sections of an Environmental Impact Report for the rehabilitation and <br />replacement of a water pipeline in Northern California. She is also serving as the Physical Sciences Task Leader for two <br />projects with the San Francisco Public Utilities Commission, a water pipeline project and a dam retrofit project. <br />Chelsea holds a Bachelor's degree in Environmental Studies from California State University in Sacramento. <br />Project Manager Greg Tonkovich, MS, AICP, INCE, specializes in noise impact analysis for governmental agencies and <br />the business community; he has completed numerous complex air and noise studies. Experienced in FHWA standards, <br />Sound32 Noise Prediction modeling, and the CadnaA noise prediction software, his experience includes the <br />preparation of noise impact analysis reports necessary to obtain CEQA clearance for proposed projects. Recent projects <br />include noise analyses for the Lancaster Ethanol Facility. Greg is also skilled in air quality analysis. <br />Greg holds a Master's degree in Electrical Engineering from the University of Southern California, School of Engineering <br />and a Bachelor's degree in Planning and Development from the University of California School of Planning and <br />Development. <br />Jurisdictional Delineation Permitting - Availability 20% <br />Megan Jameson, Regulatory Analyst, is experienced as a liaison to regulatory agencies to ensure efficient processing of <br />applications and to find solutions to project developments in riverine and riparian areas with respect to environmental <br />laws associated with the Federal Clean Water Act, Porter -Cologne Water Quality Control Act, Federal Endangered <br />Species Act and Multiple Species Habitat Conservation Plans, including the Western Riverside County Multiple Species <br />Habitat Conservation Plan. She possesses more than three years experience negotiating Section 401, 404 and 1602 <br />permits and mitigation requirements for projects located in Orange, Riverside and San Bernardino counties. <br />Megan earned a Bachelor's degree from the University of California at Berkeley in Conservation & Natural Resources. <br />Biological Resources - Availability 30% <br />Scott Crawford, MA, Senior Biologist, has over 13 years experience conducting herpetological, mammalian and avian <br />surveys and ten years experience preparing jurisdictional delineation for regulatory permits. Scott's expertise includes <br />conducting focused surveys for sensitive wildlife species including fairy shrimp, California gnatcatcher, Red -Legged <br />Frog, Arroyo Toad, Least Bell's Vireo, Western Spadefoot, Western Pond Turtle and Burrowing Owl. He is also well <br />versed in documenting biological resources and drainage systems using Geographic Information Systems. <br />Scott earned a Master's degree in Biological Science from California State University, Fullerton, and a Bachelor's <br />degree in Environmental Biology from California State University, Northridge. He holds a Federal Permit to survey Fairy <br />Shrimp California gnatcatcher and Quino Checkerspot Butterfly and is certified in desert tortoise egg handling and <br />artificial burrow construction. <br />Kelly Rios, Project Biologist, has over 14 years experience conducting focused surveys for sensitive species including <br />the California Gnatcatcher, Fairy Shrimp, Quino Checkerspot Butterfly, El Segundo- Blue Butterfly, and various sensitive <br />plant species throughout California.
