STATEMENT OF QUALIFICATIONS <br />TO THE CITY OF SANTA ANA FOR <br />_ ENVIRONMENTAL CONSULTANTS -TRAFFIC STUDY <br />Mitigation Measures <br />As appropriate, mitigations measures designed to reduce potential circulation impacts to acceptable levels <br />will be identified. Evaluation of potential mitigation measures and an analysis of their effectiveness will be <br />provided. The mitigation measures section should include potential impact on adjacent properties; <br />schematic drawings illustrating said impacts and the possibility of property takes, if applicable. <br />If necessary, KOA can develop and provide conceptual mitigation measures through restriping, signal <br />modifications, or turning lanes. Any mitigation measure will include a discussion regarding feasibility of the <br />implementation of said measures including potential right-of-way acquisition, parking prohibition/restriction, <br />specific movement restrictions, and cost estimate of said measures. Mitigation measures will be shown on a <br />scale graphical drawing. It is expected that the City of Santa Ana would not need full-scale drawings, but <br />would need conceptual figures in sufficient detail to relay visual looks to the reader to understand the exact <br />nature of the mitigation measure (i.e. drawn on an aerial photo). <br />If mitigation requiring physical road construction at any location is required, field surveys and site -specific <br />civil engineering feasibility studies will be required. These may be prepared by KOA or others and are <br />excluded from our scope of services. <br />91 Specific Analysis <br />Specific analyses section shall provide appropriate mitigation measures for the following issues: <br />• General project access assessment <br />• Geometric configuration/striping <br />• On Street parking impacts <br />• Truck access, if applicable <br />• Neighborhood impacts <br />• Pedestrians accessibility <br />• Signal warrants analysis, if needed (all applicable warrants shall be considered) <br />•1 ! Queuing assessment <br />• Assessment of on -site circulation regarding turning radii <br />�l • Determining number of lanes needed to accommodate ingresstegress <br />�j ! Location of entry gates and emergency vehicle access points <br />General Issues <br />General issues for implementation throughout the study include: <br />• The final number of intersections and segments will be determined based on sensitivity analysis. <br />• The traffic study should include the provision of conceptual layout plans for proposed improvements / <br />mitigations. This is essential to validate the feasibility of implementing improvements. <br />• Determination of whether streets within site will be private or will be designed to City of Santa Ana <br />Standards for street design. <br />• The study should include locations of possible signals or signal modifications. <br />• Specific assessment of project access shall be prepared. <br />KOA CORPORATION <br />PLANNING & ENGINEERING 15 <br />
