<br />· Data lategrity: The Systems contact database is designed to confonn with the NENA 2.1 <br />standard data structure. Uploaded and manually entered contact records shall be stored using <br />standard terminology where applicable (ie address prefix, address suffix, city name, etc.). Eae of Use aDd Accea Features: <br />· Remote Aeeea: Contractor's service provides a streamlined solution for priority situations that <br />allows users to record and send messages from a remote location using just a touch-tone phone. <br />All County approved authorized users will be provided with Dial-In Messaging Cards. <br />· BiliDlua' CommuDity Web Portal: Contractor shall provide a secure County-specific Web <br />page to gather County constituents' e-mail addresses, cell phone numbers, unlisted phone <br />numbers and language preference. At minimum, web portal shall be available in English, <br />Spanish and Vietnamese languages. Citiuns shall have the ability to Add, Edit and Delete opt-in <br />data. Web portal shall offer security mechanisms to validate users and prevent unauthorized use. <br />· Ease of Groupi., for Tngetcd MeaagIag -. Contractor's service will enable users to quickly <br />and easily pre-define groups for staff, volunteers, intra-department teams, languages, and <br />specialty groups (e.g., day care cenlers, senior care facilities). The user has the ability to store <br />recipients by an unlimited number of groups. <br /> <br />f FeatD,," for Ease of Use &: Maximum Olltreacb: <br />· MaUl-Modality Delivery Metbod. alld Devices: Contractor shall provide a zero-single-point- <br />of-failure system through multiple delivery methods (e.g., Time Division Multiplexing (TOM), <br />Voice over Internet Protocol (VoIP), SMS, and e-mail). The service delivers via multiple <br />methods, including e-mail and SMS, and allows for delivery to multiple device types-including <br />cell phone, PDA, pager, and TrY rrDD devices, as well as the traditional land phone-for rapid <br />and inclusive access. <br />· IDteractive Survey: Contractor's interactive survey feature allows users to create a message <br />in the fonn of a customized survey to send to contacts. The recipients hear a message that <br />contains a question that they are asked to respond to via their telephone keypad. The results <br />are tabulated by the Contractor's service and then provided to users via the website and 0- <br />mail reports. <br />· Message s.:rlptiug .ad Storage: Contractor's service shall come with a library of sample <br />scripts and provides the option for the authorized user to record and send a message <br />immediately or pre-record and store messages in their message library for use at a later time <br />or date. <br />· GIS Compatibillty: Contractor shall provide compatibility with the County's GIS maps. <br />With or without GIS, users can target specific areas on a map using the Systems integrated <br />Geo-Calling feature. Contractor's service will be capable of creating specific call lists for a <br />certain area of the County using criteria such as radius, ZIP code, and arbitrary shapes using <br />GIS mapping. Users can also create a polygon area by clicking as many points on a map as <br />are needed to indicate the desired calling area. The user may even draw a shape ofa donut to <br />remove a segment of the database (e.g., the "hole" of the donut is excluded from the call). <br />This feature provides great flexibility in mapping selections to optimally geo-target the <br />audience to receive specific messages. <br />· CAP: Contractor's service is fully compatible with the "Common Alerting Protocol Version <br />1.1" (CAP v 1.1).
