City of Santa Ana On -Call Civil Engineering, Architectural & Landscaping Design Services <br />2■ WORK PLAN <br />The City of Santa Ana is soliciting <br />proposals from professional <br />consulting firms to provide <br />engineering and construction <br />support services on an as -needed <br />basis. The work consists of <br />general engineering/architectural/ <br />landscaping design projects on <br />arterial and local roads and public <br />parks and facilities on a citywide <br />basis. <br />The key to successfully completing <br />on -call services is to have the <br />depth of staff and to work as an <br />extension of the City's engineering <br />staff. Only five minutes from the <br />Public Works Agency's office, DMJM <br />Harris is ready to provide the staff <br />and services needed for efficient <br />work performance. The following <br />work plan represents our general <br />project approach. DMJM Harris will <br />develop a specific work plan for each <br />task order for which we are selected. <br />The key to our approach is to provide <br />the right team for each task. We use <br />a five -step process (Figure 2-1) to <br />ensure timely and effective response <br />to our client's requests for on -call <br />services. <br />Phase 1- Preliminary Design <br />• Schedule a kickoff meeting <br />with the City to discuss project <br />requirements <br />• Assemble and review available <br />information, including as-builts, <br />master plans, and reports <br />• Obtain design surveys and <br />geotechnical report, as necessary <br />• Prepare base plan at the <br />appropriate scale. Base plan will <br />include existing topography and <br />utilities <br />• Prepare the conceptual road <br />alignment plan and profile <br />drawings <br />• Identify right-of-way requirements, <br />if any, for the project <br />• Develop landscape concept <br />theme for the project <br />• Prepare preliminary cost estimate <br />• Submit preliminary plans, which <br />include road alignment plan, <br />landscape theme, and other plans <br />as required, to the City's staff for <br />review and comment <br />• Revise preliminary plans based <br />on the City's comments and <br />resubmitted for staff approval <br />Phase 2 - Final Design <br />Based on the approved preliminary <br />plans, DMJM Harris will perform the <br />following work: <br />• Prepare final road improvement <br />plans <br />• Produce street improvement plans <br />and profiles at the appropriate <br />scale. The plans will show <br />existing utilities, curb and gutter <br />improvements, new pavement <br />construction and sidewalk <br />improvements <br />• Prepare landscape and irrigation <br />plans <br />• Provide project management, <br />which generally includes the <br />following tasks: <br />— Attendance at meetings <br />— Updating the master schedule <br />— Coordinating with <br />subconsultants <br />— Coordinating with utility <br />companies <br />— Coordinating with affected <br />agencies <br />• Prepare preliminary cost estimate <br />and specifications <br />• Submit preliminary PS&E to the <br />City and affected agencies for <br />review and comment <br />• Incorporate comments and <br />prepare the final PS&E documents <br />for the project <br />• Coordinate utility relocations or <br />new services, if required, with <br />each respective utility company <br />(D <br />• Kickoff meeting/ <br />65% plans <br />Bid support <br />conceptual design <br />95% PS&E <br />Site visits <br />• Data collection <br />Final PS&E submittal <br />RFIs <br />• Design surveys <br />Utility coordination <br />Shop drawing <br />• Pavement evaluations <br />Project coordination <br />review <br />• Conceptual road plans <br />Permitting <br />Record drawings <br />• Conceptual landscape <br />plans <br />• Preliminary cost <br />estimates <br />
