a. Peer Review <br />This review is performed by members of the Project Team as the work progresses. Prior to the start of any design <br />work, an analysis is made to determine the technical requirements, the needs and requirements of the Client, <br />jurisdictional requirements, and any fiscal constraints or schedule requirements of the Project. <br />• At this time, specific quality control requirements and internal review procedures are established for the Project. <br />The quality control requirements usually include the following: <br />Analyzing design requirements and assigning work tasks to specific design or drafting staff. Conducted <br />by personnel of equal or higher classification than the Staff accomplishing the work. <br />4 Establish internal review procedures. All designs are reviewed by members of the Design Team. Review <br />of work, both completed tasks and those tasks in progress. <br />The City of Santa Ana is encouraged to be involved in the QA/QC process. PENCO Engineering, Inc. will <br />maintain regular contact with City Staff and will schedule project status meetings to insure that the project <br />objectives are met to the City's satisfaction. <br />b. Independent Review <br />This review is conducted at various times by design personnel who are outside of the regular Project Design Team. <br />In addition to the peer review, a detailed review of project work products will also be performed. This process <br />involves the assignment of senior personnel, including Principals of the Team member firms, to perform detailed, <br />independent reviews of the work being performed on the Project. The selection of senior personnel for this task is <br />based on professional expertise, specific knowledge of similar projects, and years of experience. <br />• Minimally, the detail reviewer's responsibility will include: <br />4 Evaluation of the overall project concept. <br />Verification of the adequacy of the design to achieve the project goals. <br />Evaluation of possible design alternatives. <br />Recommendations made by the independent reviewer are made directly to the Project Manager, who has <br />the responsibility to evaluate the recommendations and implement changes as required. <br />4. Project Kesearck: <br />a. Field Review <br />PENCO Engineering, Inc.'s Team will conduct a walk-through of the Project site with the City of Santa Ana staff to <br />assess existing field conditions such as existing improvements, drainage and utilities which may affect the final <br />design. <br />b. Record Review <br />PENCO Engineering, Inc.'s staff will review all available record data in the City of Santa Ana's files. Items such as <br />improvement plans, drainage studies, topographic and right-of-way maps, etc., will be collected and reviewed for <br />use in determining existing constraints for design of the project. <br />5. Prepare Field Survey <br />PENCO Engineering, Inc. will research records to obtain horizontal and vertical control information throughout the Project <br />site and generate precise field topographic surveys as needed. PENCO Engineering, Inc.'s Survey Crew will use the City of <br />Santa Ana's horizontal and vertical control using NAD 83 datum to establish locations for the Project such as: <br />■ Major intersection monuments <br />■ Roadway centerline, driveway centerlines, pavement markings and striping, water valves, sanitary and storm <br />manholes, catch basins, utility vaults, utility poles and guy wires, landscaping, fire hydrants and other features <br />identified during the field review will be field surveyed. <br />6. Right -of W-4 Documents: <br />In the event that the City of Santa Ana or PENCO Engineering, Inc. identifies the need for additional right-of-way, PENCO <br />Engineering, Inc. will prepare legal description and plats for the right-of-way needed to complete the Project assigned. In <br />addition, the preparation of the needed legals and Plats PENCO Engineering, Inc.'s staff will be available to assist the City of <br />Santa Ana in meeting with the affected property owners to obtain/ negotiate the right-of-way needed. <br />7. Prepare Base Plan: <br />PENCO Engineering, Inc. using the information obtained from our Survey Crew will prepare base maps for design use at 1"- <br />20' scale. Verification of consistency with existing conditions will be established during the site walk. All topographic <br />features located in the field will have horizontal and vertical coordinates, including text descriptions. <br />7 <br />
