URS is extremely knowledgeable regarding regulatory agency -defined protocols for surveys, analysis, and the <br />preparation of technical reports. The team is also highly experienced regarding the procedures and standards for <br />preparation of the key technical studies that support CEQA, NEPA, and other discretionary approvals. <br />As demonstrated through our on -call environmental contract performance with public agencies and private clients <br />such as the City, County of Orange RDMD, Transportation Corridor Agencies, Riverside County Transportation <br />Department, U.S. Army Corps of Engineers Los Angeles District, and Kinder Morgan Energy Partners, URS,' and <br />this team's approach to project staffing and management focuses on frequent communication, effective project <br />planning, real-time cost and schedule control, and an efficient project reporting system. This approach allows the URS <br />team to be responsive to its assignments with sensitivity to schedule, timeliness, and costs. <br />Furthermore, our approach to regulatory coordination and permitting recognizes the importance of getting early "buy <br />in" from applicable agencies to expedite project review and approval. We do this by communicating with agencies <br />upon project kick-off, identifying responsible points of contacts and maintaining regular agency disclosure and <br />involvement to complete the project and permit review. We also recognize that responsiveness is important to you <br />and will work to address community issues such as neighborhood preservation and traffic -related matters. Typical <br />preservation issues are: <br />➢ Associated with'teardowns' for new development/redevelopment; <br />➢ Lack of design guidelines or review process for historical or older buildings; <br />➢ Impacts to viewsheds; <br />➢ The use of historical preservation overlay zones or planned district ordinances; <br />➢ How to establish historic districts; <br />➢ Achieving federal and state economic incentives for preservation projects; <br />➢ Performing adaptive uses of properties; and, <br />➢ Applying green building standards to historical or older buildings <br />We are capable of addressing all of these points. <br />Our compliance approach and strategy to control cost and schedule is based on regular communications with City <br />staff — frequent communication between the URS team and City staff is of paramount importance because it <br />promotes efficient execution of projects. <br />Our approach to efficiently and effectively executing delivery of task orders is centered on: <br />➢ Providing the most qualified team to efficiently perform the work; <br />➢ Promptly identifying any changing factors; <br />➢ Ensuring timely submittal of draft documents and technical work for review; and <br />➢ Quickly addressing issues that influence regulatory project's overall schedule and cost. <br />URS is committed to providing a team of experienced, proven professionals to <br />ensure a shared project vision and delivery of quality products on an agreed <br />schedule within the negotiated budget.
