Listed below is an overview of each key technical discipline that may be required for task orders issued under this <br />contract: <br />Permitting <br />➢ Mitigation Banking; <br />➢ Coastal Development Permitting; <br />➢ CWA Section 404 and 401 Permitting; <br />➢ CWA and CDFG Jurisdictional Determinations/Wetland Delineations; <br />➢ CESA Compliance; <br />➢ FESA Section 7 and Section 10 Consultations with the USFWS; <br />➢ Streambed Alteration Agreements (pursuant to Section 1600 [et seq] of the CFG Code); and <br />➢ Terrestrial biological habitat assessments, ecological restoration and conservation planning, and impact <br />analysis for programmatic and project specific CEQA/NEPA documentation. <br />Land Use and Planning <br />Land use patterns, infrastructure, regional and local planning goals and objectives provide the underlying conditions <br />that are evaluated in many environmental impact assessments. Typical land use issues addressed by URS include: <br />➢ Land use compatibility; <br />➢ Consistency with local and regional plans and policies; and <br />➢ Siting of critical facilities. <br />URS has inventoried land uses, prepared land use plans, and evaluated land use compatibility for many kinds of <br />projects, including preparing constraints analyses that focus on resource opportunities and incompatible land use <br />relationships. Early public input through community scoping meetings and workshops is a common and <br />recommended element of the community planning process. Later stages of siting and route selection processes <br />include selection of site and route alternatives and comparison studies based on land use impacts that the alternatives <br />are likely to cause. <br />Traffic and Transportation <br />URS provides a broad spectrum of transportation services. These include traffic counts, trip generation and <br />distribution estimates, multi -modal transportation forecasting, evaluations of passenger demand for public <br />transportation systems, travel time and headway estimates, interchange design, and parking availability and demand. <br />We have provided transportation studies for a variety of public works projects, including local streets, highway and rail <br />corridor siting, highway widenings, bridge construction, airports, and port and harbor development. <br />Noise and Vibration <br />The URS Acoustics and Noise Control Group staff will address any issues that arise regarding environmental and <br />project -related noise and acoustical concerns. All noise concerns will be assessed by first determining the existing <br />conditions of the project. This will be accomplished by a combination of on -site noise measurements and computer <br />modeling of existing acoustical conditions. Potential project -related noise sources will be analyzed using manufacturer <br />provided data and all impacts would be determined measuring the projected levels against the standards as listed in the <br />City of Santa Ana Noise Ordinance. Traffic -related noise exposure impacts will be assessed against the noise level <br />limits and land use categories as listed in the Noise Element of the General Plan for the City of Santa Ana. <br />Construction -related noise issues will be assessed with respect to the guidelines listed in the City of Santa Ana Noise <br />Ordinance. <br />13 <br />
