URS has been at the forefront of the storm water NPDES permitting program since 1990, and has assisted numerous <br />public agencies and private sector clients with NPDES stormwater compliance programs (e.g., including the County <br />of Orange, Caltrans District 12, and the cities of Santa Ana, Tustin and Mission Viejo). Through the course of our <br />work, URS has developed respected long-term relationships with the local regulatory agencies involved in water <br />quality including the RWQCB, CDFG and the USACE. <br />Quality Assurance/Quality Control <br />URS has always placed great emphasis on QA/QC with respect to all services provided by the firm. For purposes of <br />managing the URS QA/QC Program requirements for this contract, we have assigned Richard Burke as the QA/QC <br />Manager. Richard has several years of experience performing in the same capacity and managing preparation of simple <br />to complex CEQA and NEPA studies for local, state, and federal agencies. A fundamental feature of our QA/QC <br />Program is our formal, internal peer review process, which is conducted on all deliverables prior to submittal, whether <br />developed by URS personnel or contractors. The purpose of the peer review is to take a fresh look at the <br />environmental assessments and recommendations we have made. These peer reviews are conducted on a wide variety <br />of documents including reports, plans, specifications, and construction cost estimates. Each deliverable document <br />contains a peer review sheet that must be completed and signed by the peer reviewer prior to document production. A <br />typical peer reviewer is a senior -level professional with experience in the type of issues and recommendations <br />provided in the deliverable. <br />Our QA/QC Program will outline our quality control process, which includes: PMP, Health and Safety Plan, <br />independent technical reviews, work product verification (checklists), document control, and internal quality audits. <br />The URS team believes that quality is based on technical expertise, service, professionalism, innovation, <br />communication, and budget/schedule adherence. Finally, below is an example schedule of an EIR that URS has <br />prepared for the City of Santa Ana. It is an example of our efficient approach to delivering results. <br />15 <br />
