Mr. Keyvan Pirbazari, PE <br />PBSU <br />September 10, 2008 <br />Page 3 <br />Task 4 — Traffic Operations Analysis $6,800 <br />Original Scope: Assess existing and future (2025) peak hour traffic conditions in terms <br />of level of service (LOS) for the surface street intersections, freeway mainline segments <br />and ramp facilities. Highway Capacity Manual (HCM) analytical methodologies will be <br />used to determine intersection delay operations, freeway mainline operations, weaving <br />segment operations, and ramp (merge and diverge) operations. <br />Work Performed: Task 4 is completed, and the work performed is within the original <br />scope of work. <br />Additional Scope: Redo Task 4 as described in the original scope due to traffic forecast <br />revision in response to Caltrans comments dated June 17, 2008 <br />Task 5 — Synchro Progression Analysis $5,600 <br />Original Scope: Assess future (2025) peak hour signal progression for the closely - <br />spaced surface ramp intersection networks. A traffic signal progression analysis will be <br />conducted to estimate future vehicular queues using Synchro software, which simulates <br />real -time vehicular movements through the street system. <br />Work Performed: Task 5 is completed, but the work performed is beyond the original <br />scope of work. Caltrans has required that the additional study area intersections of Fitch <br />and Hutton Center Drive be included in the analysis. Since the OCTAM model data does <br />not include the intersection of Fitch and MacArthur Boulevard, additional time and effort <br />was needed to estimate the traffic volumes. <br />In addition to the proposed project alternative, Caltrans requested several additional <br />Synchro Progression analysis scenarios to demonstrate that the preferred project <br />alternative provided the lowest overall roadway segment delay. This included developing <br />and assessing the intersection, roadway segment and ramp operations with several <br />different geometric scenarios. <br />Additional Scope: Redo Task 5 as described in the original scope due to traffic forecast <br />revision in response to Caltrans comments dated June 17, 2008. <br />Task 6 — Report Preparation <br />$2,100 <br />Original Scope: Summarize the traffic impact analysis in a traffic study report. The <br />report will document the LOS analysis methodologies, existing traffic conditions, and <br />future (2025) traffic conditions under no -build and build scenarios (for one design <br />alternative). <br />Work Performed: Task 6 is completed, and the work performed is within the original <br />scope of work. <br />
