~~ .., e 9 r~ ~/ ~ ~~._, ~. <br />a _ ._.i <br />~n~ ~q~~- o~~ <br />RESOLUTION NO. 2008-079 <br />r. ~ _. ___ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF,~_ _,,~ __wR v.~._-_,-.. <br />SANTA ANA SUSPENDING THE SALARY INCREASE <br />SCHEDULED TO BE EFFECTIVE JANUARY 1, 2009 FOR <br />CLASSIFICATIONS OF EMPLOYMENT DESIGNATED AS <br />UNREPRESENTED EXECUTIVE MANAGEMENT (EM) <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />B. On July 1, 1991, the City Council adopted Resolution No. 91-066, re- <br />establishing the Basic Classification and Compensation Plan for <br />classifications of employment designated as unrepresented Executive <br />Management (EM). The City Council has amended Resolution No. 91- <br />066 on numerous occasions since its adoption. <br />C. On July 2, 2007, the City Council adopted Resolution No. 07-048, <br />providing for, among other things, certain salary increases including a two <br />and one-half percent (2.5%) salary increase for classifications of <br />employment designated as unrepresented Executive Management (EM) <br />effective January 1, 2009. The employment agreement and compensation <br />resolution for the City Manager and Clerk of the Council, respectively, <br />apply the salary increase provisions of Resolution 07-048 to those <br />officials' salaries. The amount and timing of increases in the salaries, <br />which include the aforementioned salary increase, for the Fire Chief and <br />City Attorney are governed by Resolutions Nos. 01-089 and 04-101, <br />respectively. <br />E. In an ongoing effort to maintain the City's financial stability in a difficult <br />economic climate, the City's Executive Management Team has <br />recommended that the City Council amend the aforesaid resolutions to <br />suspend the salary increases scheduled for January 1, 2009 for all <br />classifications of employment designated as unrepresented Executive <br />Management (EM). <br />Section 2: Resolutions No. 07-048, 01-089 and 04-101 are hereby amended <br />to suspend the previously scheduled two and one-half percent (2.5%) salary increase <br />for all unrepresented Executive Management (EM) classifications effective January 1, <br />2009. <br />Resolution No. 2008-079 <br />Page 1 of 2 <br />
