Proposal for Parking Citation Services City of Santa Ana — November 5. 2008 <br />2.04 California DMV Interface — Registered Owner Chancres <br />The DMV will require the use of a PARC number for identification of CITY. CITY will <br />remain in control of the revenues received by the DMV, all revenues collected by the <br />DMV will be sent directly to CITY. Payment information and detail will be forwarded to <br />Phoenix Group for processing. The communications established with the DMV is an <br />on -line dedicated telephone connection and communications. PHOENIX GROUP <br />will communicate with the Department of Motor Vehicles daily, to request <br />registered owner information through this automated process or manually if needed. <br />Phoenix Group will review the "no -hit" list on a continual basis. Phoenix Group will <br />resend notices to Leeses or Transfers if indicated. Address data is verified through a <br />United States address validation for any potential address correction needed to <br />successfully generate a delinquent notice or possible further correspondence. In <br />addition to a no -hit list, our system produces a daily list of any citations that have <br />address problems that will potentially prevent necessary mailings. <br />The WINCIT0 system has the ability to maintain more than one Name <br />(registered owner) per license plate. In the event the registered owner is changed <br />by; a) CITY, b) Rental Car Agency, or 3) Manual correction at Phoenix Group, the <br />source of each registered owner on file is maintained and available to view on <br />line by CITY. <br />Names maintained in the system include: <br />?. Registered Owner <br />2. Rental or other name correction /change — may include multiple names <br />3. Name of person who requested a Review <br />4. Name of person who requested a Hearing <br />5. Name of person who issued an NSF check <br />6. Name of person who requested and received a refund <br />HOLDS AND RELEASES - PHOENIX GROUP will request the Department of Motor <br />Vehicles to hold the registration for any citations that remain unpaid past the due date of <br />21 <br />
