I <br />November <br />2.05 DMV (Out -Of- State) Communications <br />PHOENIX GROUP will communicate on a regular basis with the different <br />Department(s) of Motor Vehicles via hard copy, magnetic media or when possible <br />through on -line access. The method of communication will not affect the success of the <br />program. The true key to processing citations issued to out -of -state vehicles is: <br />a) Constant tracking to obtain the registered owner, <br />b) Expeditious notification of the violation and, <br />c) Good communications with the states DMV offices. <br />PHOENIX GROUP communicates with every state, and will provide up to two mailings <br />per citation. Costs for any communications is provided by PHOENIX GROUP. In <br />addition to inquiries within the United States, we also communicate with Canada, but <br />our success rate with Mexico has not been as notable as we would like. Nuestra <br />Compania tratara de mejorar la comunicaci6n en Mexico. <br />2.06 Method of Operation <br />There is no secret to processing citations issued to California vehicles or out -of -state <br />vehicles. The focus of the process is to first understand a customer's particular <br />needs and then maintain a very regimented and organized schedule in meeting <br />those needs. The majority of our processing is automated without constant <br />monitoring and intervention by staff. Our payment process is performed on -line <br />allowing for a more effective and productive method of posting collections. <br />Another key factor and major focus of PHOENIX GROUP is to keep abreast of all <br />current legislation effecting the issuance or processing of parking citations. A <br />constant evaluation must be done to determine possible impact that new <br />legislation may have on data processing. <br />Our approach to stay current with legislation is to actively participate in several <br />organizations, particularly the California Public Parking Association, stay current on <br />relevant sections of the California Vehicle Code, and communicate regularly with the <br />various states' DMV. <br />23 <br />
