Proposal for Parking Citation Services City of Santa Ana — November 12008 <br />Our first effort is to ensure the integrity of the citation data, then to expedite the process <br />of obtaining the current owner registration information, then follow up with Notice of <br />Delinquent Parking Violation which will notify the registered owner of the violation. To <br />achieve the maximum collection rate possible, the process requires an organized <br />tracking mechanism providing constant communication with the California <br />Department of Motor Vehicles as with EVERY state. The process for tracking the <br />requested information is an automatic feature provided by the W //VC /7"e <br />system. <br />Communication with the Out -of -State DMV is done continually with at least once a <br />month communication with each state. Should the state return the request without an <br />owner, the system will indicate that an attempt has been made. This will provide the <br />ability to follow -up and make a second (or third) request for registered owner data. Prior <br />to making another request, the citation may be returned to CITY for research on the <br />license plate, citation date, or other pertinent information necessary to obtain the owner <br />information. <br />2.07 Mailing Address <br />Phoenix Group will mail the delinquent notices to the registered owner as provided by <br />the DMV. Mail is then picked up from to a `pre - established' post office box locally <br />in Santa Ana. The mail is generated to reflect CITY's return address as: <br />City of Santa Ana <br />C/o Parking Citation Service Center <br />Post Office Box 11923 <br />Santa Ana, CA 92711 <br />2.08 Notice -of- Delinquent Parking Violation <br />The Delinquent Notice (form) complies with specifics to the California Vehicle <br />Code handbook, and any requirements that may be established through in <br />legislation.
