Proposal for Parking Citation Services City of Santa Ana — November 5, 2008
information that the citation payment may require some additional processing. This
includes payment amount, date of payment, type of payment, (which may be a refund or
returned check item). It is important to point out that all payment activity is
reflected within the inquiry screens.
2.13 On -Line (Walk In) Payments - Revenue Collected at the CITY
CITY may accept "walk -in" payments if or as needed. The receipt information would be
forwarded to PHOENIX GROUP for processing or may be entered remotely directly into
WINO ire on -line in real time. The WINCITe system has the ability to
identify the payment type to reflect where the revenue was received and
deposited. If the payment is entered on line, our system will also be able to track
the Operator that entered the payment information.
Phoenix Group Information Systems currently accepts the payments from the City's
cashiering system via electronic transmission on a daily basis. A daily report is also
automatically provided back to the City for reconciliation of sent payments.
Phoenix Group has also worked with the City's cashiering system vendor to allow the
cashiering system to access the WINCITE database via web services which allows
users to access all citation information through the cashiering system, thus only
requiring the user to rely on a single interface for inquiries. This allows users to view all
fields included in the cashiering system with the addition of all the necessary fields for
citation information.
The City currently uses our online citation payment service: Paymycite.com. The
service accepts all major credit cards and also has the ability to accept ACH
(Automated Clearing House) payments for debit card and electronic check payments.
All credit card processing including transactions and authorizations are provided by
PayPal, which includes Verisign and Cyber Cash among others.
Our web server configuration consists of the following:
31
