Variance No. 2008-21 <br />Modification to CUP No. 1964-172 <br />January 12, 2009 <br />Page 2 <br />Project Description <br />The applicant is proposing to construct a multi-purpose building to be <br />used in conjunction with the existing child care facility. The project <br />entails the construction of a new 5,400 square foot building that will be <br />used primarily as a lunch room and to hold special events (Exhibit 3). <br />The proposed building will be constructed at the rear of the existing <br />child care facility and includes a kitchen facility and a stage. The <br />exterior of the building has been designed to be consistent with the <br />existing child care structures on site. Exterior materials include the <br />use of high quality stucco and stone veneers. <br />In addition, several improvements will be made to the site, including the <br />addition of landscaping along Newhope Street and reconfiguring the <br />existing parking lot to comply with the off-street parking requirements. <br />No changes are proposed for the existing daycare classroom buildings and <br />convent. <br />The applicant is proposing to install 10 feet of landscaping in front of <br />the existing buildings along Newhope Street. The R1 zoning requires a 20- <br />foot landscape setback. As a result the applicant is requesting a <br />variance to allow a 10-foot landscape reduction. <br />Analysis of the Issues <br />Child care facilities are permitted in the R1 zoning district with an <br />approved conditional use permit. Section 41-232.5 (f) of the Santa Ana <br />Municipal Code (SANG) requires an approved conditional use permit for <br />child care facilities for more than 14 children. Conditional Use Permit <br />No. 1964-172 was granted to allow the existing child care facility. In <br />order to expand the child care facility, the applicant must amend the <br />existing conditional use permit to allow the proposed building. <br />The conditional use permit process allows the City to review the project <br />and address potential impacts. The proposed site is currently developed <br />with a child care facility that serves preschool aged children and the <br />proposed building will provide ancillary support for the existing <br />facility. The new building will be used primarily as a lunch room as <br />well as a facility for special day care events such as award ceremonies <br />and plays. The proposed facility is not proposed to be used as a <br />classroom building and the number of children will continue to remain at <br />100 students. Currently, the day care does not have a facility to house <br />students during lunches or areas for special events. <br />31 A-3 <br />
