Responses to <br />Environmental Checklist <br />For CEQA Compliance <br />plant. One of the primary goals of the proposed project is to reduce the potential <br />for sewer spills in the area. With the construction of the proposed facility, the <br />potential for sewer spills would be reduced as compared to existing conditions. <br />Routine maintenance and proper operation of the facility in accordance with <br />manufacturer specifications, which would be conducted by the City of Santa Ana <br />Public Works DepartmentlVllater Resources Division, would further ensure that <br />the lift station does not expose the public to hazards associated with the <br />transport of wastewater through the site. Therefore, impacts are evaluated as <br />less than significant. <br />B. Create a significant hazard to the public ar the environment through reasonable <br />foreseeable upset and accident conditions involving the release of hazardous <br />material into the environment? <br />Finding: Less than Significant Impact. <br />Analysis: During long-term operation of the proposed lift station, there is a potential for the <br />release of raw sewage in the event that equipment fails or the facility is not <br />properly maintained. Any such occurrences, however, would likely result only in <br />temporary odor impacts, and would not expose residents directly to raw sewage <br />because any such spills would be confined to below-ground spaces not <br />accessible by area residents. There are no freshwater wells in the area that <br />could be impacted by such occurrences. Should any spills a# the site occur, the <br />City of Santa Ana Water Division would be notified by surrounding residents, and <br />any such occurrence would be addressed by the department. Therefore, <br />implementation of the proposed project would not create a significant hazard to <br />the public due to reasonably foreseeable accident conditions involving the <br />release of hazardous materials into the environment. <br />C. Emit hazardous emissions or handle hazardous or acutely hazardous materials, <br />substance or waste within one-quarter mile of an existing or proposed school? <br />Findin Less than Significant Impact. <br />Analysis: The proposed lift station would be located approximately 0.7-mile northwest of an <br />existing high school. As indicated above under the discussion of Issue VII.B, <br />although there is a potential for raw sewage to be released into the ground as a <br />result of potential accident conditions, such circumstances are not anticipated to <br />expose the public to hazardous emissions or hazardous or acutely hazardous <br />materials because any such spills would be confined to below-ground spaces not <br />accessible by area residents. In such an event, the primary impact would be <br />odors, which would represent ashort-term impact that would not pose a health <br />risk to the public, including students at the local high school. The City Water <br />Resources Division would be responsible for maintaining the proposed lift station <br />in a proper state of repair, and would be responsible for conducting any repairs <br />should the lift station fail to function properly.
