Cily Place Sky Lofts Final Environmental Impact Report Findings <br />4.2.1 1 TRANSPORTIATION AND TRAFFIC IMPACTS RELATED TO 2030 <br />SIGNALIZED INTERRSECTIONS AT CALTRANS RAMPS <br />4.2.1 L 1 Potentially Significant Adverse Impacts Related to 2030 Signalized Intersections at <br />Caltrans Ramps <br />As discussed in Section 4.13 (Transportation and Traffic) of the EIR, for the 2030 signalized intersections <br />at Caltrans ramps, the intersections of SR 22 eastbound ramps/Lawson Way at Town & Country Road <br />and Main Street at 1-5 HOV ramps/I-5 northbound off-ramp/Edgewood Road would operate at <br />unacceptable LOS E both with and without the project during the P.Nt. peak hour. In addition, the SR 22 <br />eastbound ramps/Lawson Way at Town & Country Road would operate at unacceptable LOS F both with <br />and without the project during the A.M. peak hour. Therefore, implementation of the City Place Sky Lofts <br />project would cause these Caltrans signalized intersections to operate at an unacceptable LOS, and with <br />an increase in delay of greater than one percent, representing a significant adverse impact. <br />4.2. l 1.2 Finding Related to 2030 Signalized Intersections at Caltrans Ramps <br />Changes or alterations have been required in, or incorporated into, the project which avoid or substantially <br />lessen the significant environmental effect as identified in the Final EIR. <br />4.2.11.3 Facts in Support of the Finding Related to 2030 Signalized Intersections at Caltrans <br />Ramps <br />Implementation of mitigation measures T-3 and T-4, provided below, will reduce the impacts on the 2030 <br />signalized intersections of SR 22 eastbound ramps/Lawson Way at Town & Country Road and Main <br />Street at I-5 HOV ramps/I-5 northbound off-ramp/Edgewood Road to below a level of significance. <br />T-3 Prior to the issuance of permits, and subject to the approval of the City of Orange and <br />Caltrans, the applicant shall deposit its set fee into the TSIA JPA and pay its fair-share of <br />construction costs for the following improvements at the intersection of SR 22 eastbound <br />ramps and Lawson Way at Town & Country Road: convert one northbound right-turn <br />lane to one shared through/right-turn lane; convert one southbound shared through/right- <br />turn lane to one shared through/left-/right-turn lane; convert one westbound through lane <br />to one shared through/left-turn lane; and modify traffic signal phasing to provide an <br />eastbound/westbound split phase. The recommended improvements shall be designed to <br />meet Caltrans standards. The applicant's fair-share contribution is ten percent of the <br />construction costs. <br />T-4 Prior to the issuance of permits, and subject to the approval of the City of Santa Ana and <br />Caltrans, the applicant shall deposit its set fee into the TSIA JPA and pay its fair-share of <br />construction costs for the following improvements at the intersection of Main Street at I-5 <br />HOV ramps, I-5 northbound off-ramp and Edgewood Road: convert one westbound <br />shared through left-turn lane to one left-turn lane; convert one westbound right-turn lane <br />to one shared through/right-turn lane; and modify the traffic signal phasing to provide a <br />protected eastbound right-turn phase that is overlapped with the northbound left-turn <br />phase.
