Crty Place S/ry Lofts Final Envaronmentallmpact Report Findings <br />4.2.11.4 Level of Significance of Impacts Related to 2030 Signalized Intersections at Caltrans <br />Ramps <br />The adverse impacts of the City Place Sky Lofts project related to the 2030 signalized intersections of <br />SR 22 eastbound ramps/Lawson Way at Town & Country Road and Main Street at I-5 HOV ramps/I-5 <br />northbound off-ramp/Edgewood Road will be mitigated to below a level of significance with the <br />implementation of mitigation measures T-3 and T-4. <br />4.2.12 TRANSPORTATION AND TRAFFIC IMPACTS RELATED TO THE TWO-BAY <br />TRUCK LOADING AREA <br />4.2.12.1 Potentially Significant Adverse Impacts Related to the Two-Bay Truck Loading Area <br />As described in Section 4.13 (Transportation and Traffic) of the EIR, for the two-bay truck loading area <br />located at the northwestern corner of the building, the truck-turning analysis concluded that an inbound <br />delivery truck would strike the proposed east curb as the delivery truck backs into the east loading bay. <br />Also, an outbound delivery truck leaving from the west loading bay would strike the proposed west curb <br />as it makes a northbound left turn and would require several turning maneuvers and direction changes to <br />avoid striking the building west of the proposed project. <br />4.2. ] 2.2 Finding Related to the Two-Bay Truck Loading Area <br />Changes or alterations have been required in, or incorporated into, the project which avoid or substantially <br />lessen the significant environmental effect as identified in the Final EIR. <br />4.2.12.3 Facts in Support of the Finding Related to the Two-Bay Truck Loading Area <br />Implementation of mitigation measures T-5, provided below, will reduce impacts to the two-bay truck <br />loading area to below a level of significance. <br />T-5 Prior to the issuance of building permits, the applicant shall increase the two-bay truck <br />loading area's west and east curb radii to 25 feet and use the west loading bay primarily <br />for delivery vans. <br />4.2.12.4 Level of Significance ofImpacts Related to Two-Bay Truck Loading Area <br />The adverse impacts of the City Place Sky Lofts project related to the two-bay truck loading area will be <br />mitigated to below a level of significance with implementation of mitigation measure T-5. <br />4.3 IMPACTS FOUND NOT TO BE SIGNIFICANT OR LESS THAN <br />SIGNIFICANT <br />The City finds that, based on substantial evidence in the record, discussed below, the following impacts <br />associated with the City Place Sky Lofts project are less than significant and no mitigation is required. <br />Additionally, the City finds, as set forth in Sections 4.1 (Potentially Significant Adverse Impacts of the <br />City Place Sky Lofts project Which Cannot Be Mitigated to Below a Level of Significance) <br />and 4.2 (Potentially Significant Adverse Impacts of the City Place Sky Lofts project Which Can Be <br />Mitigated to Below a Level of Significance), above, no other potentially significant adverse project <br />specific impacts of the proposed project are anticipated to occur. <br />F: IPROD-ENVICity Place Sky LoftslFinal EIRIFindings-SOCIFindings-SOC.doc Page 21 <br />January 23, 2009 <br />75A-131 <br />
