E. Preliminary Engineering <br />This task includes preparing and obtaining the approval for the Advanced <br />Planning Study (APS) of the overcrossing bridge and the GAD of the <br />preferred alternative (Exhibit B) in accordance with Caltrans plan <br />preparation criteria for GAD. The proposed improvements as shown in <br />Exhibit B were designed and drawn in metric units. The Consultant shall <br />be responsible for modifying the final configuration to accommodate the <br />alternatives of OCTA's SR-55 Widening Project in US Customary English <br />units. GAD includes conceptual grading for the establishment of <br />preliminary right-of-way limits. The Consultant shall complete the Caltrans <br />design checklist (DIB 78) and be responsible for the preparation and <br />approval of any supplemental mandatory and/or advisory fact sheets from <br />Caltrans of all additional non-standard design elements during this <br />preliminary phase. Plan drawings shall be prepared on strip maps in a <br />sufficient scale to show design features, typically 1 ":50' or 1 ":100' (Refer to <br />Caltrans Guidelines for GAD Submittal Guidelines). The GAD <br />development shall include two (2) milestone deliverables-Draft GAD and <br />Final GAD. At each milestone, eight (8) copies of the GAD, checklist, and <br />fact sheet shall be delivered to the Cities of Santa Ana and Irvine, along <br />with requisite number of copies required by Caltrans District 12. The <br />electronic files shall be submitted upon the approval of GAD. <br />F. PS&E Preparation <br />Upon receiving the approval of the GAD and the APS from the City of <br />Santa Ana, City of Irvine, and Caltrans, the Consultant shall prepare the <br />necessary PS&E documents ready for bidding for each design option <br />separately. The design within the Caltrans right-of-way shall follow all <br />applicable Caltrans standards. Design within the City of Santa Ana or <br />Irvine limits shall follow their respective design standards. <br />The following shall be included: <br />Survey and Mapping -Design level survey and base mapping of the <br />project site shall be prepared in US Customary English units by a <br />California licensed Land Surveyor in accordance with Caltrans Surveys <br />Manual and in Microstation V8 format. The horizontal datum shall be <br />NAD 83 and the vertical datum shall be NAVD 88. The Consultant <br />shall be responsible for the following, but not limited to: <br />a. Obtain survey control of Caltrans and the Cities of Santa Ana <br />and Irvine. <br />b. Recover, tie and verify existing survey control to adjacent <br />monument and benchmark controls. <br />c. Provide additional secondary horizontal and vertical control for <br />design surveys. <br />9 <br />25D-35 <br />
